The Louisiana Department of Health, Office of Public Health Engineering Services, is seeking an Engineer 6 (Regional Engineer Manager) to lead efforts that protect Louisiana communities through safe drinking water and wastewater systems. This highly responsible role combines engineering expertise with public health sciences to prevent and control disease transmission. As the engineering manager for a multi-parish district, you will oversee complex inspections, review and approve facility designs, ensure compliance with state and federal laws, and provide technical guidance to engineers, officials, and operators. Minimum Qualifications
Possession of a current Louisiana license to practice professional engineering plus one of the following : Two years of licensed engineering experience; or Six years of professional engineering experience. EXPERIENCE SUBSTITUTIONS : A master's degree in engineering will substitute for one year of professional engineering experience. A doctorate degree in engineering will substitute for two years of professional engineering experience. Advanced degrees will substitute for a maximum of two years of professional engineering experience. There is no substitution for licensed engineering experience. Engineering experience gained while licensed as a professional engineer will be accepted as licensed engineering experience. Engineering experience gained after earning an ABET-accredited degree and prior to earning a professional engineer's license (e.g., as an engineer intern applicant, engineer intern, or equivalent) will be accepted as professional level engineering experience. Applications will be accepted from persons licensed to practice professional engineering in states other than Louisiana. If one of those applicants is selected for the position, he / she will be required to obtain a Louisiana license prior to appointment. The hiring agency will verify that all licensing requirements are met. Louisiana Professional Engineer licenses are issued by the Louisiana Professional Engineering and Land Surveying Board. Job Duties and Other Information
Job Duties :
Manage district engineering activities by planning, analyzing, and implementing environmental programs related to public water supplies and wastewater facilities to ensure compliance with state and federal regulations.
Conduct inspections, surveys, and evaluations of water and wastewater facilities, investigating complaints, identifying deficiencies, and directing corrective actions to safeguard public health.
Review and approve complex engineering plans and specifications for proposed water and wastewater facilities, providing guidance to consulting engineers, architects, and local officials.
Serve as a technical authority and subject matter expert in public health engineering, interpreting and enforcing state sanitary and plumbing codes, and providing expertise to engineers, sanitarians, operators, and elected officials.
Evaluate laboratory and monitoring data to assess public health risks, enforce drinking water rules, and direct corrective or emergency actions, including issuing advisories when necessary.
Lead and mentor subordinate engineers and sanitarians , provide technical training to facility operators, and represent the Office of Public Health at public hearings, educational forums, and enforcement proceedings.
Coordinate regional emergency responses to natural disasters, contamination events, and other public health threats by determining immediate actions and implementing engineering solutions to protect communities.
