Position Description
DEFINITION
Under general direction of the Vice President of Human Resources and in compliance with the Cape Fear Community College Employee Handbook and Federal / State requirements, the Human Resources Benefits Administrator provides professional support invarious functions of Human Resources. This role is responsible for Human Resources functional areas relating to Employee Benefits, Leave Administration, Employee Retirement Programs, and Benefits Compliance Reporting.
SUPERVISION RECEIVED AND EXERCISED
- Receives primary supervision from the Vice President of Human Resources

Leave Administration
Administers Leave of Absence programs including :Family Medical Leave (FMLA)Paid Parental Leave (PPL)Short-Term Disability (STD)Long-Term Disability (LTD)Leave Without Pay (LWOP)
Administers Shared Leave ProgramRetirement Administration
Administers TSERS Retirement program and supplemental retirement programsConducts retirement consult meetings with employeesAssists employees with process for applying for retirementProcesses required retirement paperworkBenefits Administration
Administers employee benefit programs to include medical, optional benefits, retirement programs, and leaves of absencesActs in an official capacity as a State Health Benefit Representative (SBHR) for North Carolina’s medical planTracks and identifies ACA eligibility; processes ACA 1094-C and 1095-C forms annuallyOrganizes annual open enrollment through inter-departmental coordination for medical and optional benefitsEvaluates, implements, and / or monitors benefits programs for success, sustainability, and employee satisfactionProcesses changes to employee benefits and reconciles billing for employee benefitsProvides monthly reporting to payroll for new hires, terminated employees, benefits, and leave of absencesMaintains relationships with the benefit broker(s) of record and ensure online benefit enrollment systems are properly integrating with the Payroll / Human Resources Information SystemCommunicates with and builds relationships with benefits broker, insurance carriers, and employees as it relates to benefit offerings and programsCoordinates annual employee health and wellness fairOversee process for identifying and acknowledging employee years of serviceResponsible for employee benefits compliance reportingMaintains and files employee correspondence, benefit files, and other records in an electronic formatOther Important Functions :
Assists with a variety of compliance reports (including Staff Information Report, IPEDS, Census) and other data management / analysisAssists with a variety of Human Resources projectsParticipates in interdepartmental cross trainingReviews Employee Handbook regularly and remains up-to-date on policiesServes as back up to the Human Resources GeneralistServes on and / or leads various committeesCollaborates with other NC Community Colleges to learn best practicesMay serve as back-up to other roles in Human ResourcesOther duties as deemed appropriate and assigned by supervisionQualifications

Minimum Education :
Bachelor’s degree from a regionally accredited institution in Human Resources, Business Administration, or related fieldMinimum Experience :
Two or more years of direct Human Resources experience involving any of the Human Resources functional areasExperience with HRIS systemsWorking knowledge of employee benefits, employee health and wellness and employment laws, such as FMLA, FLSA, ADA, EEO, and other federal, state, and local regulationsComputer skills and technical proficiency in Microsoft Office and Google applicationsExcellent written, verbal, and interpersonal communication skillsPreferred Education / Training, Experience, Skills :
Advanced Degree from a regionally accredited institution in Human Resources or related fieldFive or more years of experience in employee benefits, employee health and wellness, work culture, and employment laws, such as FMLA, FLSA, ADA, EEO, and other federal, state, and local regulationsFamiliarity with HRIS systems, such as TimeClock Plus, Ellucian (Colleague), and / or etrieve (SoftDocs)Knowledge of and experience in NC Retirement System and State Health PlanHuman Resources experience within a Higher Education work environmentSupplemental Information
