GENERAL DESCRIPTION

Under the direction of the Coastal Fisheries Division Director, the Division Budget / Contract Coordinator performs highly complex (senior-level) managerial work administering the daily operations and activities of an agency’s business function, division, or department. Responsible for planning and managerial oversight, direction and financial management of the Coastal Fisheries Division. Provides oversight, direction and management of daily operations and activities involving financial management, contract / grant management, human resources, procurement and program analysis.The Budget and Contract Manager identifies and compiles program needs. Manages, oversees and supervises financial and procurement activities for all regional and field administrative staff, and provides direct supervision to the division budget analyst and two staff services officers. Requires confidentiality, tact, diplomacy, planning, and exceptional communication skills to accomplish assignments with agency-wide and state-wide impact.Functions as key participant in the Division’s policy and procedures development, long and short-range program management goals and objectives and evaluates compliance with established policies and procedures.Develops and evaluates budget requests; monitors and tracks budget expenditures, setting priorities and ensuring the use of appropriated funds, including federal grants, are maximized.Responsible at a Division and agency level for special projects to establish and further Coastal Fisheries Division goals and objectives.Works with multiple federal programs, state agencies, non-profit organizations, and other funding partners to carry out the contract / grant initiatives of the division. Works under limited supervision, with moderate latitude for the use of initiative and independent judgment. Performs additional duties as assigned. Complies with all Agency, Division, and Branch rules, regulations, and procedures.

Qualifications

MINIMUM QUALIFICATIONS :

Education :

Graduation from an accredited college or university with a Bachelor’s or higher degree in Accounting, Business, Public Administration, or closely related field.

Experience :

Four years of progressively responsible experience involving budget / financial accounting and support programs, experience must include working with large budgets, complex accounting systems, fixed assets, and federal grant program.

Two years of work experience providing procurement / contract support in a governmental agency.

Experience with an integrated financial system.

Two years of experience as a full-line supervisor or three years of experience in a non-supervisory position that required leadership skills and implementing program directives.

NOTE : Experience may have occurred concurrently.

Licensure :

Must possess or be able to obtain, within 30 days of employment, a valid state driver’s license.

Must possess or be able to obtain, within six months of employment, a Certified Texas Contract Manager (CTCM) certification.

NOTE : Retention of position contingent on obtaining and maintaining required license and certification.

ACCEPTABLE SUBSTITUTIONS :

Education :

One additional year of the required experience involving direction of budget / financial accounting and support programs in an automated environment, experience must include working with procurement, budgets, complex accounting systems, fixed assets, and federal grant programs, may substitute for thirty semester hours of the required education, with a maximum substitution of 120 semester hours.

Experience :

Graduation from an accredited college or university with a master’s degree may substitute for one year of the required experience involving direction of budget / financial accounting and support programs in an automated environment, experience must include working with large budgets, complex accounting systems, fixed assets, and federal grant program.

PREFERRED QUALIFICATIONS :

Experience :

Five years of progressively responsible experience involving government budgeting, purchasing, accounting and federal grant programs.

Two years of experience with the Centralized Accounting and Payroll / Personnel System.

KNOWLEDGE, SKILLS AND ABILITIES :

Knowledge of Generally Accepted Accounting Principles.

Knowledge of state agency purchasing rules and regulations.

Knowledge of state agency budgeting and funding.

Knowledge of Texas Legislative Appropriation Processes.

Knowledge of program planning, implementation and analysis.

Knowledge of contract management policies and procedures, federal and state laws, their requirements and limitations.

Skill in providing quality customer service in a courteous and professional manner.

Skill in working with large integrated financial systems and client-server technology.

Skill in using MS Word, Excel, PowerPoint and Outlook.

Skill in effective verbal and written communication.

Skill in effective interaction with staff at all levels of the department and other agencies.

Skill in establishing and maintaining effective work relationships.

Skill in budgeting and analysis of expenditure data.

Skill in planning, assigning and / or supervising the work of others.

Skill in making sound judgment decision making.

Skill in communicating, interpreting, planning, and coordinating policies and procedures.

Skill in problem solving / troubleshooting and researching information.

Ability to gather, assemble, correlate and analyze facts; devise solutions to problems; prepare concise reports and briefings and evaluate policies and procedures.

Ability to work under stressful conditions.

Ability to maintain flexibility and work with frequent interruptions and multiple and changing priorities.

Ability to manage several projects simultaneously.

Ability to meet deadlines.

Ability to develop and analyze processes, procedures and policies for administrative functions.

Ability to provide direction and guidance to division managers, supervisors and subordinate staff.

Ability to represent the division at meetings, responding to legislative, audit, federal and interagency inquiries.

Ability to conduct work activities in accordance with TPWD safety program.

WORKING CONDITIONS :

Required to work 8 : 00 a.m. to 5 : 00 p.m., Monday through Friday.

Required to work on holidays, weekends and hours other than 8 : 00 a.m. to 5 : 00 p.m. as necessary.

Required to travel 5% with possible overnight stays.

Required to operate a state vehicle.

Non-smoking environment in State buildings and vehicles.
