Real Estate Coordinator

Under general supervision, is responsible for coordinating, managing and negotiating the acquisition, leasing, sale and purchase of real estate and mineral interests. Oversees, manages, processes public right-of-way and small cell permitting related to activities pertaining to the construction, maintenance of new and existing facilities / assets in the public rights-of-way.

Essential Job Functions :

  • Prepare deposits for finance for all revenue related to lease payments, small cell and real estate transactions.
  • Review, interpret, implement ROW Ordinance and Construction Management Chapter.
  • Review, interpret, implement Wireless Design Criteria Manual.
  • Review, evaluate, negotiate, and make recommendations to the City Council regarding real property acquisitions and surplus property dispositions.
  • Negotiate and coordinate the execution of contracts of sale and / or leases, licenses, and easement agreements.
  • Review, evaluate, negotiate, and make recommendations to the City Council regarding mineral leases, pipeline license agreements and enforcement of the provisions contained in the documents.
  • Coordinate the development, recommendation and implementation of the City's real estate acquisition, leasing and disposition policies.
  • Coordinate with Council Committees, City Council, Federal and State officials to ensure real estate transfers, sales, exchanges and leases are completed in conformity with local, state and federal regulations.
  • Develop and implement standard operating procedures; assign and monitor work schedules for all real estate transactions and personnel, including right-of-way inspector and supervisor.

Other Job Functions :

  • Coordinate with City staff, contractors, City Council members, Arlington Economic Development Corporation board members and other public officials to effectively manage the City's real estate acquisition activities and to capitalize on opportunities to enhance the value of the City's real estate assets, Coordinate, negotiate and communicate with public service providers, prime and sub-contractors related to public right-of way permitting and small cell permitting.
  • Submit yearly billing for small cell charges, collect revenue.
  • Track, maintain billing for cell tower leases.
  • Conduct presentations to the City Council and general public.
  • Research, evaluate and interpret mineral and property ownership, appraisal reports and environmental assessments.
  • Prepare regular reports such as staff reports to Mayor and Council, resolutions, quarterly business plans, federal
  • Minimum Qualifications :

  • Knowledge of office and administrative practices and procedures.
  • Knowledge of state and federal laws and regulations governing municipal land acquisitions, mineral leasing, and real estate transactions.
  • Knowledge of real estate development principles, current applications, and industry practices. Knowledge of legal terminology used to describe real estate interests.
  • Knowledge of the Texas Railroad Commission rules and regulations governing the production of oil, gas and other hydrocarbon minerals, gas utilities, and pipelines.
  • Knowledge of the Uniform Relocation Assistance and Real Property Acquisition Policies Act of 1970 and the Uniform Relocation Act Amendments of 1987 for acquisition of property rights for parks, municipal airports, state, and federal grant funded projects.
  • Knowledge of Chapter 26 of the Texas Parks and Wildlife Code
  • Knowledge of Senate Bill 18
  • Knowledge of Chapter 21 of the Texas Property Code
  • Knowledge and ability to implement the City's Small Cell Design Criteria Manual
  • Knowledge of personal computers and software designed to increase productivity. Knowledge of real estate appraisal, law, financing principles and practices.
  • Knowledge of real estate environmental hazards and the Comprehensive Environmental Response, including phase I and phase II environmental reporting, Compensation and Liability Act (CERCLA) for landowner liability protection and mitigation practices. Knowledge of basic accounting principles, budgeting and purchasing.
  • Knowledge of roadway and pipeline easements and licenses and their relative impact of future land use.
  • Knowledge of Chapter 283 and 284 pertaining to public utilities
  • Knowledge of right of way construction practices and setbacks to city facilities.
  • Knowledge of current construction methods used in the public right-of-way.
  • Skill in using PC Software including current Microsoft Office Suite of applications, including Amanda permitting tracking system for ROW and small cell permitting and yearly business registration requirements
  • Skill in communicating professionally and tactfully with other city employees and the public by oral and written means.
  • Skill with organization and attention to detail.
  • Skill in negotiating fairly with property owners and operators to achieve desired results in transactions related to real estate and mineral interests.
  • Skill in interpreting and tracking royalty payments related to the natural gas industry.
  • Ability to respond to public inquiries, public hearings both orally and in writing, regarding the use of public rights-of-way and / or easements, mineral leasing activities and status of any real estate transaction.
  • Ability to supervise and plan work assignments for the Real Estate Division personnel and acquisition contractors. Ability to maintain records and prepare reports and City Council and AEDC presentations.
  • Ability to construct and interpret real property interest conveyance documents, including but not limited to; deeds, easements, licenses, mineral leases.
  • Ability to exercise discretion and independent judgment utilizing knowledge of the organization's policies.
  • Ability to work independently under general instructions.
  • Ability to perform a variety of physical skills including but not limited to filing, pulling, seeing, sorting, squatting, standing, stooping, twisting body, typing, walking, and writing.
  • Ability to operate a variety of office equipment including but not limited to PC, telephone, calculator, scanner, and copier.
  • Ability to prioritize deadlines and tasks.
  • Ability to understand and work with ACORD Insurance Certificates and compliance to agreement.
  • Ability to collect bonds and letter of credits (LOC's)
  • Ability to learn new systems and procedures quickly.
  • Ability to plan, organize, monitor, and collaborate with internal and external stakeholders to accomplish unit objectives.
  • Ability to understand mathematical calculations involving fractions, percentages, and decimals.
  • Ability to work within a set schedule.
  • Qualifying Education and Experience :

  • Bachelors degree in Management, Public Administration, Marketing or Geology
  • Five (5) years of progressively responsible and relevant professional experience including at least two years in real estate broker practices and principles
  • Possession of a valid Texas Operator's License, Class C.
  • Possession of a Texas Real Estate Broker's License.
