APS Supplier Strategy And Performance Team Strategic Proposal Analyst

Raytheon has an excellent opportunity within Supply Chain Management Advanced Products & Systems (APS) for a Strategic Proposal Analyst. This growth opportunity will provide an ambitious individual with the ability to interface and partner with Program Office, Supply Chain and Estimating Leadership during pursuits of new and follow-on business.

In this dynamic and fast paced environment, this candidate will be managing proposals including shaping proposal strategy, aligning key functions through the pursuit lifecycle including coordinating with Material Estimating, Proposal MPM, Procurement, Centralized Proposal Team, and transition to program execution team.

What You Will Do :

  • Ability to analyze large amounts of data, supporting a Strategic Business Unit to determine quoting strategy for Prime Proposal(s) submittal to customers
  • Prepare RFQ packages for suppliers
  • Managing proposal kickoffs and strategy support of proposal efforts
  • Provide strategy to ensure supplier proposals submitted meet RFP requirements as well as support the customer due date
  • Post proposal management activities (RFI's, SWEEPs, Post Submittal Actions, etc.)
  • Requires communication at all levels of leadership; specifically, the ability to ensure multiple programs can reach consensus on an RFP strategy and that it supports proposal compliance
  • Report to internal customers on strategy, issues, concerns, and status of completion. Supporting program strategy throughout the proposal and customer negotiation process
  • Work closely with Procurement - SBU and Commodity Teams - to discuss supplier strategy as it relates to proposal activities, focusing on ensuring valid quotes are available earlier in the process to support proposal cycle time reductions
  • Work both sole source low / high value, and multiple competition types including the small dollar & high-volume suppliers where criteria is lowest price technically acceptable (LPTA) as well as Best Value Source Selection (BVSS) in support of proposal efforts.

Qualifications You Must Have :

  • Typically requires a BS / BA degree and a Min of 2 years of relevant work experience. Or an advanced degree.
  • Experience working in the Department of Defense (DoD) Aerospace & Defense industry
  • U.S. citizenship is required
  • Qualifications We Prefer :

  • Familiarity with proposal activities and supply chain processes
  • Preferred major in Operations and Supply Chain Management
  • Ability to independently interact with proposal counterparts; other Supply Chain functions including the Material Program Manager (MPM), Commodity Sourcing Teams, Operations and Product Line Estimating and Pricing (E&P), Finance, Engineering, etc.
  • Ability to resolve conflicts and problems quickly and effectively while maintaining independence and ethical behavior.
  • Experience with filtering through, and analyzing large amounts of data and communicating the strategy based on the data with leadership
  • Experience with general Supply Chain processes
  • Experience with strong documentation and timeline management
  • Experience issuing RFQs and receiving supplier data
  • Excellent oral and written communication skills
  • Experience in project management
  • Ability to work collaboratively, open to sharing ideas and listening to others, open to new ways to drive improvements within the supply chain area.
  • Experience utilizing appropriate analytical techniques to determine reasonableness of supplier proposals.
  • Excellent verbal, written, analytical and presentation skills
  • Experience with MS Office Suite, with demonstrated expertise in MS Excel.
  • Ability to multitask & work well under pressure in dynamic environment.
  • Demonstrate self-starting, proactive characteristics including the ability to work with limited supervision and take ownership of a work scope with multiple, competing priorities.
  • Candidate should have acute attention to detail for estimate development and review.

    The salary range for this role is 66,000 USD - 130,000 USD. The salary range provided is a good faith estimate representative of all experience levels. RTX considers several factors when extending an offer, including but not limited to, the role, function and associated responsibilities, a candidate's work experience, location, education / training, and key skills. Payments under these annual programs are not guaranteed and are dependent upon a variety of factors including, but not limited to, individual performance, business unit performance, and / or the company's performance. This role is a U.S.-based role. If the successful candidate resides in a U.S. territory, the appropriate pay structure and benefits will apply.
