PEMEX Deer Park is a highly complex refinery located 18 miles east of Houston in Deer Park, TX, and is a part of the PEMEX group which is a fully integrated oil company in the Americas, working across the entire value chain : exploration, production, industrial processing / refining, logistics and marketing. PEMEX Deer Park provides a diverse and inclusive work environment that employs approximately 1000 employees with another 1200 contractors on site. The refinery’s rated capacity is 340,000 barrels per day and has the feed flexibility to process multiple grades of crudes to produce the high-quality transportation fuels the world needs. The PEMEX Deer Park site is co-located with other 3rd party chemical facilities allowing for further integration and optimization of the refinery and its products. Job Purpose

As the Payroll & Reporting Analyst, you will oversee our union and non-union payroll and employee benefits programs, while also contributing to broader HR operations, analytics, and strategic initiatives. This role is critical in ensuring compliance, accuracy, and a best-in-class employee experience. You will have a strong background in payroll processing, benefits administration, and 401(k) plan compliance, and will serve as a go-to resource for employees across the organization.

This is a dynamic position for a hands-on professional who is passionate about HR, eager to grow, and ready to take on responsibilities that impact the organization across various levels.

Accountabilities & Responsibilities :

Payroll & Benefits Administration

  • Lead end-to-end payroll processing across union and non-union, ensuring accuracy and legal compliance (federal, state, local).
  • Ensure accurate payroll tax filings, garnishments, benefits deductions, bonuses, and shift differentials.
  • Manage payroll audits, W-2 processing, year-end reporting, and reconciliation with Finance.
  • Reconcile payroll data and validate reports pre- and post-processing.
  • Handle life events (new hires, terminations, life changes), billing reconciliation, and vendor liaison
  • Oversee 401(k) administration : enrolments, contributions, compliance testing, and filings (e.g., Form 5500)
  • Serve as the first point of contact for payroll and compliance-related inquiries.

Strategic HR & Cross-Functional Projects

  • Partner with HR, Finance, and external vendors to ensure clean, compliant processes.
  • Support employee onboarding and offboarding from a payroll standpoint.
  • Assist with audits, internal controls, and process improvements across HR operations.
  • Take on special projects related to HR reporting, data analytics, and workforce insights, helping to inform business decisions and improve employee experience.
  • Compliance & Process Improvement

  • Ensure compliance with SOX, FLSA, and relevant federal and Texas-specific wage laws.
  • Maintain payroll and HRIS documentation, internal controls, and standard operating procedures.
  • Partner with HR, Finance, and Legal on audits, compliance reviews, and confidential investigations.
  • Identify automation opportunities and implement process improvements to enhance efficiency and accuracy.

  • Strong diligence and analytical skills. Excellent communication and cross-functional collaboration abilities.
  • Ability to maintain confidentiality and manage sensitive data. Project management and change management capabilities.
  • Experience requirements :

    Required :

  • Bachelor’s degree in human resources, Accounting, Business Administration, or related field.
  • 5–7 years of progressive experience in payroll processing and HRIS systems administration.
  • Experience with payroll in union and non-union manufacturing / refinery environments.
  • Strong knowledge of payroll tax regulations and labor law compliance.
  • Proficiency in Excel and data analytics tools.
  • Preferred :

  • Experience with HRIS Systems
  • Knowledge of collective bargaining agreements and union payroll structures.
