Overview :
ACS Professional Staffing is looking for an employee to work on-site with our client. This Business Analyst 3 will support strategic planning and project proposals, analyze budgets and performance metrics, develop change and project management plans, and deliver benchmarking and cost analysis to guide organizational alignment and efficiency improvements. This full-time position is located in Portland, OR.
Responsibilities :
- Support the development of project proposals (Business Cases) to justify NN capital projects associated with physical security enhancement programs and business continuity strategies to protect and maintain critical operational assets.
- Analyze and develop budget reports for NN management using existing capital, expense, and operational data.
- Draft and present high level strategic planning documents and supporting analysis to OSCO management, stakeholders, and CAO (Chief Administrative Office) executive level leadership for review and approval.
- Draft and recommend project management, change management and project plans supporting security and continuity proposals and business cases, addressing stakeholder sponsorship, communication, training, budget needs / constraints, and resistance management.
- Draft and recommend detailed strategies and complex analysis (such as may be associated with justification of NN’s multi-million-dollar budget).
- Conduct cost analysis and provide supporting documentation for a wide variety of projects.
- Draft, prepare and present benchmarking and key performance indicator analysis and metrics for OSCO management.
- Provide support in development of NN’s organizational alignment study, to include providing detailed analysis of key programmatic functions and recommendations for achieving increased efficiency.
- Draft, and with approval, implement and monitor electronic-based NN performance management tools (maturity, effectiveness, best practices, process improvement, etc.).
- Draft and recommend appropriate methods for initiating, launching, and analyzing benchmarking initiatives for OSCO programs against other government and industry sectors.
- Provide support to CSO’s Program Management staff in developing NN’s Balanced Scorecards and Integrated Program Review (IPR) to include analysis of performance objectives and metrics.
- Provide expertise with business process modeling techniques to recommend incorporation of new business drivers and roles and responsibilities within a project or program.
Requirements :
Bachelor’s degree in Business Administration, Management, Accounting, Computer Science, Engineering or a closely-related field is preferred.With an applicable Bachelor’s degree : 8+ years of experience is required.With an applicable Associate’s degree : 10+ years of experience is required.Without a degree, 12+ years of experience is required.Experience should be consistent with the specific requirements of business analysis and progressively more technical in nature.Experience providing budget tracking, analysis and execution principles.Direct work experience and knowledge of program support / project coordination experience, demonstrating strong ability to interpret requirements and apply judgment to verify policies are compliant with regulations.Intermediate proficiency in Visio (flowcharts), MS Project, Access, Power BI and SharePoint.Experience effectively performing compliance and performance measurement activities, preferably in relation to a security disciplineExperience working within the federal government business and budget environment.Experience in evaluating the adequacy and existence of security and / or continuity controls.Knowledge of principles of project management and change management.Familiarity with BI technologies (e.g. Microsoft Power BI, Oracle BI).Experience designing, developing and maintaining business intelligence solutions.Experience crafting and executing queries and ability to provide critical analyses upon request for data.Experience presenting information through reports and visualization for requested projects.Valid U.S. Driver’s License is required.
