Technical Operations Manager A government contractor specializing in disaster-response housing and property management is seeking an Operations Manager. They partner with FEMA’s Direct Lease Program and private landlords to provide housing, inspections, maintenance, and compliance reporting for disaster survivors. The team manages over 200 units across multiple states, balancing government compliance with operational excellence. The company is seeking an experienced and highly organized Operations Manager to oversee day-to-day business operations, drive efficiency, and ensure government contract compliance. This is a hands-on role for a candidate who thrives in a fast-paced environment, embraces technology, and can bridge multiple departments (Property Management, Inspections, Maintenance, and Accounting). This position is a fully remote position for a company located in Charlotte, NC with a salary range of $70,000 - $90,000 based on experience with benefits Key Responsibilities Government Compliance & Reporting Oversee FEMA, HUD, and landlord compliance requirements across units. Manage the daily FEMA report process, ensuring accuracy in inspections, damages, deposits, work orders, and lease compliance. Ensure documentation standards meet federal audit requirements. Systems & Workflow Management Lead optimization of Microsoft Dynamics 365 for workflow management, case tracking, and reporting. Utilize Power BI to monitor KPIs, identify bottlenecks, and provide actionable insights. Identify and implement process automation opportunities to streamline operations. AP / AR & Financial Oversight Oversee transactional AP / AR processes, ensuring timely and accurate vendor invoicing, payment processing, reconciliations, and collections. Partner with Accounting to ensure government billing and property owner payments are handled with precision. Process & SOP Development Develop, refine, and enforce Standard Operating Procedures (SOPs) across all departments. Ensure consistency, compliance, and accountability in workflows from move-out inspections to clean-make-ready (CMR) processes. Leadership & Cross-Department Coordination Manage and mentor 1–2 direct reports, fostering a culture of accountability, efficiency, and collaboration. Act as a liaison between leadership, contractors, vendors, and internal teams to ensure operational alignment. Key Performance Indicators (KPIs) FEMA daily reporting accuracy and timeliness (100% on-time submission). AP / AR accuracy rate (minimal errors, reconciliations completed monthly). SLA compliance for inspections, work orders, and CMR completion. SOP adoption and compliance rates across departments. Qualifications 5+ years of operations or project management experience, preferably in real estate, government contracting, or property management. Experience with HUD / FEMA programs or disaster-response housing strongly preferred. Strong background in AP / AR execution, vendor management, and government billing workflows. Proficiency with Microsoft Dynamics 365 and Power BI. Demonstrated ability to develop and implement SOPs and scalable processes. Excellent organizational and analytical skills with attention to detail. Strong leadership, communication, and cross-functional coordination abilities. Bachelor’s degree in Business, Operations, or related field preferred.
