Substation Estimation Analyst
Job Summary
POWER Engineers, Member of WSP's Power Delivery Business Unit, Minneapolis Substation Department, is seeking an Estimation Analyst to join our Estimating Team in Amarillo, TX.
The Estimation Analyst will play a critical role in supporting the accuracy, efficiency, and consistency of project cost estimating for substation projects. This position is responsible for maintaining estimating databases, analyzing cost trends, tracking estimate accuracy against actual project outcomes, and ensuring the estimating team has the most current cost data and tools available.
Working closely with the Lead Estimator and Project Estimators, the Estimation Analyst will provide the data backbone for estimating operations — including cost benchmarking, variance analysis, and tool optimization. This role is well-suited for analytical professionals who excel at working with data, software tools, and process improvement to support high-quality project outcomes.
Responsibilities
Data & Database Management
- Maintain and update estimating databases with current labor rates, material prices, bid units, and subcontractor data
- Ensure cost data integrity and accuracy across all estimating tools and templates
- Develop and manage work breakdown structures (WBS) and cost breakdown structures (CBS) in collaboration with project controls
- Build and maintain material assemblies in estimating software (e.g., InEight, Assembly Manager) for use in cost models
Analytics & Reporting
Track and report variance between estimated and actual project costs using BI dashboards and analytical toolsIdentify cost trends, escalation factors, and market risks to support accurate forecastingConduct variance analysis and lessons learned reviews to refine estimating accuracyProvide management with reports and insights on estimating performance metricsProcess & Tool Support
Support implementation, testing, and optimization of new estimating tools, templates, and digital platformsConvert outdated macros into Office Scripts to improve security and shareabilityAssist in integrating external resources (commissioning, inspections, surveys, trucking, etc.) into estimating templatesProvide technical support to estimators on software use, data queries, and reporting needsCollaboration & Continuous Improvement
Work closely with estimators and engineers to provide accurate cost data inputsSupport cross-departmental collaboration by validating and standardizing departmental cost inputsContribute to continuous improvement initiatives by identifying process inefficiencies and recommending enhancementsHelp ensure the estimating team delivers to required accuracy targets (+ / - 20% for scoping / appropriation, + / - 10% for engineering)Required Education / Experience
Bachelor’s degree in Data Analytics, Engineering, Construction Management, Finance, or related fieldBackground in business / data analytics with strong technical acumen is also acceptable2–4 years of experience in cost analysis, project controls, data analytics, or estimating supportDemonstrated experience with BI reporting tools (Power BI, Tableau, etc.) and database managementProficiency in Excel and data modeling skillsStrong knowledge of Microsoft Office Scripts and SharePoint Database skillsStrong command of the English language with good written and oral communication skills in order to work effectively with internal team members and external client personnelDesired Education / Experience
Master's degree in Engineering Management, Data Analytics, or BusinessCoursework or certifications in data analytics, cost engineering, or project controls are highly desirable3–5 years of professional experience in cost analysis, estimating support, project controls, or data analyticsDirect exposure to utility, substation, or large infrastructure projectsHands-on experience with estimating software (InEight, RSMeans, Sage Estimating, or equivalent)Familiarity with various automation tools such as SQL or PythonExperience with Work Breakdown Structures (WBS) and Cost Breakdown Structures (CBS)Certifications from a relevant professional body, such as the AACE International Certified Estimating Professional (CEP) or a BI certification (e.g., Microsoft Power BI)Knowledge of variance analysis, forecasting, and benchmarking practicesProfessional certifications like PMP or CAPM are a plus, especially if combined with a project controls backgroundPOWER Engineers, Member of WSP, is a global consulting environmental and engineering firm and one of the top design firms in the energy sector.
