BRIEFPOSITIONSUMMARY
Performs advanced (senior-level) procurementand contract administrationduties. Duties involve overseeing theexecution andadministrationofcontracts bydefiningStatement ofWork (SOW) andSpecification requirements, awarding, and monitoring established contracts. May assign and / or supervise the work of staff. Reports directly to the Procurement Director. Works under limited supervision, with considerable latitude forthe use ofinitiative and independent judgment.
WORK HOURS : Monday – Friday, 8 hours a day, 40 hours a week
ESSENTIALJOBFUNCTIONS ANDRESPONSIBILITIES
Overseesor preparesthe scope of work,specifications,andconditions fornew contracts; preparescontracts; assistswithdevelopingnegotiationstrategies; and awards new contracts.Develops templates for standard solicitation documents,including Invitations forBid(IFB),Requests forProposals (RFPs),Requests forOffers (RFOs),and Requests for Qualifications (RFQs).Overseestheoperations andactivitiesofmonitoring contractperformance, including developing and tracking keymetrics.Manages theagency's vendorperformance outcomes,monitorsreporting compliance, and overseescomplianceissues.Oversees theprocessing ofcontract documents toensurethat management understands and authorizescontract terms.Manages theHistorically UnderutilizedBusiness(HUB) subcontractingactivities andassists withmakinga good faitheffort to ensurecomplianceof theHUB program.Develops short-and long-term strategiesandgoalsforthe administrationof assigned contracts.Plans,develops,andconductspresentations.Prepares andsubmitsreports asrequiredbyregulatory entities and internal management.Mayassist withreviewing andanalyzingprocurement-relatedlegislation,including tracking legislative bills and assisting withbill analysis.Advises agency managementand staff oncontract-relatedregulations, policies, procedures,processes,systems,bestpractices,issues,trends,and developments.Mayassignand / orsupervisetheworkofothers.May berequiredtoperformdutyinsupport ofnationalemergencies, disasters and other missions, to include holidays and weekends.Attendsworkregularly andobserves approvedworkhoursinaccordance withthe agency state employee policies & procedures handbook.Performsrelatedworkas assigned.Qualifications
MINIMUMQUALIFICATIONS
EDUCATION :
Graduationfromanaccredited four-yearcollegeoruniversity isrequired (substitution allowed).PREFERREDEDUCATION :
Graduationfromanaccreditedfour-year collegeor university withmajor courseworkin public administration, accounting,finance, managementor arelated fieldispreferred.EXPERIENCE :
Five(5)yearsofexperienceincontract administration,development,management, evaluation, or monitoring contract providers is required.Three(3)yearsofsupervisoryexperiencerequired.ExperienceusingMicrosoft applications toincludeMicrosoft Word, ExcelandOutlook is required.PREFERREDEXPERIENCE :
Experienceinmajormaintenance, renovation, constructionandprofessional service contracts is preferred.SUBSTITUTION :

CertifiedTexasContractDeveloper(CTCD)(formerlyknownasCertifiedTexas Purchasing Manager (CTPM) is required .Validdriver'slicenseisrequired.IfnotcurrentlyaTexasresident,mustobtainaTexas Driver's License within 30days after entering Texas as anew resident. Asatisfactory driving record isrequired for operating state or personal vehicles toconduct agency business.OTHERREQUIREMENTS
Background Investigation .Selected candidate must be able to obtain a CAC and / or pass a federal security background investigation. The process includes a National Agency Check and Inquiry (NACI) and fingerprinting. New employees must complete and sign the Office of Personnel Management (OPM) Form SF85. Completed forms are submitted to the OPM for the background investigations.Eligibility to Work in the U.S. The Immigration Reform and Control Act of 1986 requires all new employees to present proof of eligibility to work in the United States within three (3) days of being hired.
