Our client is seeking a highly experienced Project Controls Specialist to establish and support a new project controls framework for a technically complex energy development program. This role will work closely with project managers, engineers, and schedulers to implement tools, processes, and reporting standards across cost, schedule, and performance tracking.

Location : Bellevue & Everett, WA (Hybrid – Up to 50% onsite)

Length of Assignment : 12 months

Responsibilities :

Project Controls Framework Development :

Partner with Project Managers to roll out standard tools and processes for cost, schedule, risk, and change control.

Develop KPIs and reporting dashboards (Power BI / Excel) to track project health.

Assist in tool selection and governance practices for the new project office.

Scheduling & Planning Support :

Provide schedule quality reviews and serve as backup to the Master Scheduler.

Ensure CPM logic, dependencies, and sequencing are integrated across disciplines.

Help identify schedule risks, delays, and recovery strategies.

Cost & Performance Tracking :

Monitor cost vs. budget, analyze variances, and recommend corrective actions.

Support earned value management (EVM) implementation.

Collaborate with finance and PMs on forecasts and cash flow.

Risk & Change Management :

Support risk identification and mitigation planning.

Track change requests and evaluate cost / schedule impact.

Maintain change logs and support stakeholder decision-making.

Reporting & Continuous Improvement :

Prepare integrated project reports covering schedule, cost, risk, and performance.

Conduct "what-if" analysis and lessons-learned reviews.

Train project staff on best practices in project controls.

Key Qualifications and Skills :

Bachelor’s degree in engineering, construction management, business, or related field.

10+ years of experience in project controls for EPC or industrial project environments.

Expertise in Primavera P6 and CPM scheduling; able to support or backfill master scheduling needs.

Strong understanding of cost control, EVM, and forecasting.

Familiarity with risk and change control processes.

Proficiency in Microsoft Office (especially Excel); Power BI experience a plus.

Excellent collaboration, analysis, and communication skills.

Preferred :

Experience standing up or maturing project controls in regulated environments (nuclear / energy).

Background in construction or engineering planning.

Estimated Compensation Range : $55.00-$110.00 per hour. All experience levels considered.
