About the Position

The Confidential Advocate provides confidential and privileged in-person crisis counseling, advice, assistance, case management services, accompaniment, advocacy, resource and referrals on behalf of survivors of sexual violence, sexual assault, domestic violence, dating violence and stalking. Advocacy includes assistance in coordinating services with California State University, East Bay (CSUEB) resources and, when applicable, with local agencies on behalf of the individual including areas of Student Services, the local campus police department, coordination of legal advocacy, medical advocacy and other assistance / University services as needed.

The incumbent will develop and maintain referral protocols for incidents of sexual violence, and provide trainings to the campus community about how to refer to both on and off campus resources. They develop and maintain a network of resources including emergency shelters, legal support, and mental health services for survivors. This individual will also provide training and consultation to staff and faculty members at the University, and work with campus administrators to create systems that are trauma-informed and survivor-centered.

The incumbent will also develop and lead prevention, education and awareness programs related to sexual assault, domestic violence, dating violence and stalking to the campus community with the goal of reducing these crimes. They will recruit and train student leaders to develop a peer advocate program for violence prevention on campus.

This position has been identified to have significant responsibility for student and campus activities, and will be required to function as a Campus Security Authority (CSA) under the Clery Act. In accordance with CSU Executive Order 1107, Implementation of the Jeanne Clery Disclosure of Campus Security Policy and Campus Crime Statistics Act, the incumber will be responsible for reporting allegations of Clery Act crimes to the University Police Department and / or the University Clery Director.

Responsibilities include :

  • Report all alleged Clery Act Crimes in a timely manner.
  • Report any alleged Clery Act Crimes that are reported to the incumbent using the online CSA Reporting Form.
  • Complete annual training requirement.

Responsibilities

Advocacy Services

  • Coordinate with Case Manager, Title IX, University Police Department (UPD), Student Conduct, Student Housing and Residential Life, Student Health and Counseling Services, Student Affairs, and all other relevant departments at CSUEB to provide wrap-around support services to survivors.
  • Accompany survivors through any administrative or criminal investigation of which they are a part; including attending meetings with administrators, UPD, or staff and faculty.
  • Assist survivors in obtaining accommodations and accessing interim Title IX remedies.
  • Provide emergency and ongoing support services and assistance in order to ensure the well-being and safety of victims / survivors / complainants.
  • These services shall be available 24 hours a day in conjunction with community based partners. Some after hours work may be required.
  • Recruit student volunteers to be trained as Advocates through local community partners. Ensure that training is appropriate for peer advocacy work to East Bay students. Provide lead direction for peer advocates in both connecting with individual students, and developing advocacy campaigns on campus and in community.
  • Develop and maintain a network of community resources available to support survivors. This may include emergency shelters, transitional housing, legal resources, and mental health support. Research additional resources as specific needs arise, or as students may be located in areas outside of the East Bay.
  • Develop referral protocols, both on and off campus. Train campus partners in implementing these protocols and providing trauma informed care to survivors. Provide administrative feedback when needed, and advocate for systemic changes from a survivor-centered perspective.
  • Counseling Services

  • Provide empowerment-based, non-judgmental counseling and crisis intervention.
  • Provide resources and information about rights and options to survivors.
  • Maintain privacy and confidentiality.
  • May also partner with Counseling Services to co-facilitate groups and workshops on related topics.
  • Outreach and Education

  • Develop campus wide education campaigns about sexual violence prevention, such as It’s on Us. Plan and implement programming, which may involve outside speakers, and collaboration with ASI student government. Participate in campus events such as Orientation and Al Fresco to promote these campaigns. Promote awareness and engagement over campus social media platforms.
  • Recruit students for violence prevention outreach and education. This may include student interns, peer advocates, and peer counselors. Provide basic training for students and connect them with additional training in the community as appropriate. Lead student involvement in campus outreach and education campaigns.
  • Provide resources, training, and consultation to faculty, staff, and student leaders on topics related to sexual misconduct and violence, in an effort to create trauma-informed practices across the University.
  • Administrative

  • Track student contacts and advocacy services provided for reporting purposes. Generate monthly and annual reports. Analyze statistics and provide administrative feedback about service utilization and trends on campus.
  • Document crisis counseling sessions.
  • Meet weekly with the Director of Counseling Services for supervision and case consultation.
  • Meet regularly with Title IX office to discuss administrative procedures.
  • Participate in Counseling Services staff meetings and trainings, as needed.
  • Collaborate with other California State University Confidential Advocates, and attend annual and regional meetings.
  • Apply for grants to enhance services for survivors and prevention efforts on campus.
  • Required Qualifications

  • At least one year working directly with survivors of sexual violence, including both crisis support and advocacy.
  • Completed California Sexual Assault Counselor Certification, or a master’s degree in Counseling, Clinical Psychology, Social Work, or a directly related field.
  • Thorough knowledge of victim advocacy assistance and guidance.
  • Valid California Driver’s License must be maintained, and defensive driving training completed.
  • Minimum Qualifications

    Experience

  • Equivalent to four years of progressively responsible professional student services work experience which includes experience in advising students individually and in groups, and in analysis and resolution of complex student services problems.
  • A master’s degree in Counseling, Clinical Psychology, Social Work or a job‑related field may be substituted for one year of professional experience. A doctorate degree and the appropriate internship or clinical training in counseling, guidance or a job‑related field may be substituted for two years of the required professional experience for positions with a major responsibility for professional, personal or career counseling.
  • Education

  • Equivalent to graduation from a four-year college or university in a related field plus upper division or graduate coursework in counseling techniques, interviewing and conflict resolution where such are job related.
  • Knowledge, Skills, and Abilities

  • Knowledge of Title IX or experience working within an administrative investigation.
  • Well-developed skills for conferring with students, faculty and staff about, or in, an emergency situation.
  • Excellent communication (both written and verbal) and interpersonal skills, demonstrated by the ability to work effectively with partners and all levels in a demanding environment.
  • Fundamental writing and presentation skills and the demonstrated competence to effectively present information in either format. Comfortable working with and presenting to groups of diverse backgrounds.
  • Proficiency in the provision of assistance in a crisis.
  • Strong crisis intervention and consultation skills.
  • Strong analytical, problem solving and critical thinking skills.
  • Ability to analyze complex situations accurately, adopt effective courses of action and advocate for survivors of violence, in coordination with multiple campus departments and off-campus partners.
  • Sound judgment, initiative and discretion.
  • Ability to maintain confidentiality and appropriately handle sensitive communication with students, staff, faculty and external agencies.
  • Excellent planning and organizational skills to manage multiple tasks.
  • Demonstrated ability to establish and maintain cooperative relationships with the various partnering agencies, the campus community and the public.
  • Proficiency in Google Apps, Microsoft Office and other standard office equipment, computer software and database management.
  • Highly organized and self-directed, functions well in an independent role.
  • Ability to work additional or irregular hours such as early morning, evening hours, and weekends is required.
  • Ability to lift up to 10 pounds.
  • Ability to travel to CSUEB’s Concord and Oakland campuses, when needed.
  • Working knowledge of : Individual counseling techniques and practices, sexual and domestic violence issues, Title IX and campus policies and executive orders, the principles of planning, overseeing and directing a program, sexual violence issues, law enforcement and court procedures (criminal / civil), support and reporting options for victims / survivors (including medical evidentiary exam protocol and criminal justice system).
  • General knowledge of : Statistics and research methodologies to prepare reports and presentations, research and interview techniques, basic knowledge of applicable university infrastructure, policies and procedures or similar type knowledge.
  • Preferred Skills and Knowledge

  • B.A. or M.A. in Counseling, Psychology, Social Work, or related field preferred.

    Satisfactory completion of a background check (including LiveScan, as appropriate), that may include, but is not limited to : criminal records check, verification of academic credentials, licenses, certificates, credit history, professional references and / or verification of work history is required for employment.
