PURPOSE OF CONSULTANCY

DESCRIPTION OF DUTIES :

Position title : International PAHO Consultant – Integration care in Health Networks within PHC approach.

Background

The primary objective of the Department of Health Systems and Services is to strengthen health systems based on Primary Health Care, support the transformation of national health systems to improve equity and resilience, strengthen Primary Health Care (PHC), and address the relevant issues related to human resources as health systems move towards the achievement of Universal Health. Its work encompasses the following areas : integrated services delivery, strengthening of health systems governance and stewardship; developing efficient and equitable financial mechanisms to ensure adequate public funding of the health system; human resources for health, healthy life course; the Virtual Campus of Public Health, and Maternal, Neonatal and Reproductive Health.

Unit Background

Health systems in the Americas face persistent structural challenges, including fragmentation, weak managerial capacity, insufficient coordination among actors, and institutional resistance to change. These constraints hinder progress toward resilient, integrated, and person-centered health systems based on the PHC approach.

Addressing these barriers requires a comprehensive organizational development strategy that strengthens governance, service delivery models, financing mechanisms, and performance management processes. The PHC Unit is supporting Member States in advancing this transformation by providing technical tools such as Integrated Health Service Delivery Networks (IHSDN / RISS), Essential Public Health Functions (EPHF / FESP), Health Systems Performance Assessment (VCE), Results-Based Budgeting (PERC), and Health Financing frameworks.

Responsibilities

Under the direct supervision of the Advisor of Integrated Health Services, and under the general supervision of Unit Chief of Primary Health Care, the consultant is expected to :

a. Analyze existing public and private sector approaches to continuity of care management at national and subnational levels.

b. Identify key strategies, organizational arrangements, and technological enablers supporting continuity of care in different health service delivery contexts. c. Formulate a conceptual and operational framework for managing continuity of care, aligned with the PHC approach.

d. Propose essential functions, governance structures, service organization processes, and digital health tools required to ensure continuity care across services and providers.

e. Organize and facilitate virtual workshops or bilateral meetings with Member States, private sector representatives, and PAHO teams.

f. Collect inputs and recommendations to refine the proposed framework. g. Perform other related duties, as assigned.

Specific products / deliverables expected

1) Analyze existing public and private sector approaches to continuity of care.

• Product 1 : Regional Situational Analysis Report on Continuity of Care Models. Identification of good practices, gaps, and lessons learned from country experiences.  Due Date : 25 October 2025.
• Amount for Product 1 : $5,173

Payment 1 on October 31, 2025 for Product 1 : $5,173

2) Propose essential functions and structures to ensure continuity care across services and providers in health networks.

3) Collect inputs and recommendations to refine the proposed framework.

Payment 2 on December 15, 2025 for Products 2 and 3 : $10,300

Qualifications

Professional experience :

Required : At least 7 years of combined national and international experience in health system analysis, organizational development, and institutional strengthening within the PHC framework.

Strong facilitation skills and the ability to translate complex concepts into practical solutions for diverse country contexts

Desired :

Expertise in using and integrating tools models.

Demonstrated skills in stakeholder analysis, performance management, and change management in complex organizational settings.

Previous experience working with international organizations, and PAHO on related topic.

Education :

Required :      A university degree in health, social, management sciences, engineering of health process or in any other field related to the functions of the post from a recognized university

Required : Postgraduate degree in public health, health systems management, organizational development, or any other field related to functions.

Languages :

Required : Fluent in written and spoken Spanish and English

Desired : Basic knowledge of Portuguese and French are a plus.

Duration : 1 October 2025 – 15 December 2025 (renewable based on performance and funds available)
