Laboratory Information Manager
Summary This position is eligible for the Education Debt Reduction Program (EDRP), a student loan payment reimbursement program. You must meet specific individual eligibility requirements in accordance with VHA policy and submit your EDRP application within four months of appointment. Program Approval, award amount (up to $200,000) and eligibility period (one to five years) are determined by the VHA Education Loan Repayment Services program office after complete review of the EDRP application.
Responsibilities Total Rewards of a Allied Health Professional The Laboratory Information Manager (LIM) is a Clinical Laboratory Scientist assigned to the Laboratory Service. The LIM serves as the primary laboratory Automated Data Processing Application Coordinator (ADPAC). Duties include but are not limited to :
- Carries out day-to-day operations related to laboratory computer use by providing technical, analytical, and automated data processing support to the laboratory.
- Interfaces all laboratory equipment and is responsible for file setup and maintenance interface setup for point-of-care testing in the Lab and at the CBOCs.
- Serves as the principle contact for all laboratory interactions with the facility Office of Information Technology (OIT) department, Biomedical Services, and Clinical Applications Coordinators (CAC).
- Facilitates communication between facility, VISN, and OIT.
- Communicates with national or VISN groups working on laboratory information systems to stay informed on upcoming changes, improvements, and issues.
- Develops, maintains and implements policies and procedures related to the healthcare information system (HIS) / laboratory information system (LIS) in accordance with regulatory requirements.
- Monitors and improves the HIS / LIS interfaces utilized by providers to order tests and look up laboratory results.
- Provides consultation and training of personnel on computer functions, including ordering options, and responsible for the maintenance of computer security keys.
- Assists laboratory staff with laboratory computer hardware and software issues and coordinates installation or upgrades.
- Works with CAC teams concerning lab-related issues such as quick orders, order entry errors, new test placement, physician education, workload / encounters, etc.
- Implements new patches or changes in instrumentation in a timely manner and tests thoroughly to identify problems in ordering, accessioning, or resulting laboratory tests.
- Detects, promptly addresses, and resolves disruptions in the laboratory service stemming from the software package, instrument interfaces, or middleware.
- Ensures interfaces with instrumentation and key printers are maintained.
- Implements back-up systems during periods of computer downtime.
- Performs work for the bar code expansion coordinator and the laboratory expert system.
- Responsible for the development, deployment, and maintenance of Instrument-Manager-based decision support algorithms (rules).
- Maintains applicable LIS documentation in accordance with VHA Directives and all accrediting agencies.
- Generates reports required for workload monitoring, quality, billing, and turnaround time.
- Analyzes emerging trends, software, and technology and adopts appropriate methods for local programs to meet agency goals.
- Participates in laboratory information management procedures and practices to determine how effectively current goals are being met and how services could be improved through changes in automation or information systems.
- Promptly reports all variances, incidents, and / or deviations from policy as required and in accordance with policies and procedures.
- Assists in the preparation for regulatory inspections by reviewing and ensuring compliance with all regulatory requirements and participates in the inspection of in-house and external facilities as required.
- Represents the Laboratory Service on several committees and meetings related to ADPAC responsibilities and maintains current enrollment in the ADPAC national and local mail groups.

Pay : Competitive salary and regular salary increases. When setting pay, a higher step rate of the appropriate grade may be determined after consideration of higher or unique qualifications or special needs of the VA .
Paid Time Off : 37-50 days of annual paid time offer per year (13-26 days of annual leave, 13 days of sick leave, 11 paid Federal holidays per year). Parental Leave : After 12 months of employment, up to 12 weeks of paid parental leave in connection with the birth, adoption, or foster care placement of a child. Child Care Subsidy : After 60 days of employment, full time employees with a total family income below $144,000 may be eligible for a childcare subsidy up to 25% of total eligible childcare costs for eligible children up to the monthly maximum of $416.66. Requirements Conditions of Employment You must be a U.S. Citizen to apply for this job. To be creditable, education completed outside the U.S. must be deemed at least equivalent to that gained in a conventional U.S. program by a private organization specializing in the interpretation of foreign educational credentials. Graduates of foreign baccalaureate degree programs meet the educational requirements if they meet either of the following : Foreign transcripts are evaluated by an acceptable evaluation agency, and the degree is found to be equivalent to a NAACLS-approved U.S. clinical laboratory science degree program. OR The applicant submits a letter from ASCP BOC or AMT stating the individual is eligible to take the certification examination. NOTE : Possession of a certification identified below automatically determines the foreign education as creditable and no further documentation or proof of equivalency is needed. Certification. Candidates must meet one of the certification options below. Generalist certification as an MLS given by ASCP BOC or AMT. Generalist certification as an MT given by ASCP BOR or AMT. Categorical certification or Specialist certification by ASCP or AMT. NOTE : Categorical and specialist certifications are not acceptable for CLS Generalist positions or lab sections unrelated to the categorical or specialist certification held. Categorical or specialist certifications are acceptable for higher-graded positions within the relevant lab section or one of the non-section specific assignments (including, Ancillary Testing Coordinator, Education Coordinator, Laboratory Information Manager, Quality Manager, Laboratory Manager, Regional Technical Specialist, National Quality and Compliance Agent, Regional Program Manager, Regional Director, Laboratory Director, or National Quality and Compliance Officer). Grade Determinations : Clinical Laboratory Scientist, GS-12 Experience. 1 year of creditable experience equivalent to the next lower grade level is required for all GS-12 assignments.
