Lao Family Community Development, Inc. (LFCD) is a community development nonprofit agency established in the City of Richmond, Contra Costa County, in 1980. Today, Lao Family has expanded its operations and service footprint to two additional counties, including Alameda and Sacramento. LFCD’s headquarters office is in Oakland, CA. It delivers programs and services from 7 locations in 35 languages. The agency provides both community development real estate facilities and a diverse array of workforce, education, and human services that directly support predominantly low-income U.S.-born high-barrier families and individuals, refugees, immigrants, transitional-age youth, seniors, and other special populations such as individuals with disabilities .
Job Summary : Under the direction of the program manager, this position will serve Workforce participants to gain subsidized and unsubsidized job placements, as well as manage participants under the California Advancing and Innovating Medical (Cal-AIM) Initiative, which provides comprehensive care management to address both clinical and non-clinical needs. This position is responsible for interfacing with local employers and training providers, external organizations, and the internal LFCD department, especially the America’s Job Center of California (AJCC) and Business Centers. The position’s duties include outreach recruitment for employers and job seekers, providing orientation, intake-assessment, setting up Individual Employment Plan (IEP), case management, On the Job Training (OJT), Individual Training Account (ITA) / Vocational Training counseling, job placement, retention services, assessing the participants' health condition and coordinating care. Program activities and strategies include long-term career advancement for each participant; understanding the hiring and business development needs of each employer; the policy and compliance requirements of funders; and the many subtle factors that can influence each individual’s ability to thrive and advance in the workplace. Knowledge of the human services needs of the local job market is a plus. The role involves working in multiple locations, including : LFCD HQ, Berkey Adult School, and LFCD’s Career Centers. This position reports to the Program Manager.
Roles and Responsibilities :
- Develop and maintain good relationships with funders, employers, and business partners. Develop resources, including identifying service gaps; work with the team to close the gap by bringing in new partners through a signed memorandum of understanding (MOU).
- Provide direct services, evaluate the programs’ effectiveness, CalJOBS Case Management, monitor program goals and ensure successful completion, submit timely reports, organize job fairs, prepare and review Individual Training Account (ITAs) requests, provide On the Job Training (OJT) information to employers and assist in the preparation of grant requests and funding continuation.
- Develop a long-term strategy and day-to-day tasks to achieve the program's goal. Implement the program implementation plan and changes delegated by executive management. Create policy and procedure and assess the environment (e.g., resource room, computer lab) to ensure ADA compliance.
- Perform outreach recruitment for employers and job seekers, provide orientation, intake assessment, Individual Employment Plan (IEP), case management, On-the-job Training (OJT), Individual Training Account (ITA) / Vocational Training counseling, job placement, provide ongoing support to these individuals, follow up, and retention services.
- Provide staff support to the department and develop program reports. Maintaining official records and documents, and ensuring monitoring and compliance with federal, state, and local regulations under the grants’ requirements.
- Develop and maintain strong communication with the supervisor to share best practices, challenges, and shortfalls, and celebrate milestones.
- Develop job announcements and recommendations for recruiting, hiring, promoting, and terminating employees and volunteers / interns. Update job descriptions regularly to meet program needs. Conduct staff performance evaluations. Will supervise and manage 1-3 staff.
- Represent the program at internal meetings and external agencies with other organizations and the general public. Promote and market program services and activities, programs, and goals through various media.
- Develop and maintain the financial status of invoices and receivables, and work with the accounting department and Director of Programs in preparing budgets and ensuring that the department operates within the approved budget guidelines.
- Be actively involved in the Commission on Accreditation of Rehabilitation Facilities (CARF) accreditation compliance and help accomplish the goals and objectives of the agency's strategic plan. Other duties assigned by the Program Manager.
