5–7+ years of estimating experience in TXDOT roadway and municipal water / wastewater infrastructure projects

Bachelor’s degree in Civil Engineering , Construction Management , or a related field

Proficiency with HCSS HeavyBid , AGTEK , and Microsoft Excel

Strong understanding of TXDOT specifications , bid item structures, and bidding procedures

Proven background in heavy civil construction estimating (earthwork, paving, utilities, and concrete structures)

About the Role

The Senior Estimator plays a critical role in the preconstruction process by developing accurate and competitive cost estimates for TXDOT roadway and water / wastewater treatment projects. This position involves supporting bid strategies, scope development, vendor pricing, and value engineering to ensure successful project acquisition and delivery.

Key Responsibilities

Review and interpret civil plans, specifications, geotechnical reports, and addenda for DOT and municipal utility projects

Prepare detailed cost estimates for roadway, storm sewer, sanitary sewer, water lines, pump stations, and treatment facilities

Analyze construction documents to generate accurate takeoffs for labor, equipment, materials, and subcontractor scopes

Collaborate with project management and field teams to ensure constructability, accurate pricing, and proper risk evaluation

Evaluate vendor and subcontractor quotations for accuracy and competitiveness

Attend pre-bid meetings and site visits to assess conditions and gather project data

Lead or assist in developing bid strategies and compiling final proposals

Maintain cost databases, productivity rates, and estimating templates for consistency and accuracy

Identify and mitigate risk factors in design, schedule, and market conditions

Qualifications & Skills

Bachelor’s degree in Civil Engineering, Construction Management, or related discipline

Minimum of 5–7 years of estimating experience in TXDOT and municipal infrastructure projects

Proficiency in HCSS HeavyBid, AGTEK, and Excel-based estimating tools

Strong analytical and communication skills with the ability to manage multiple bids and deadlines

Knowledge of construction means and methods, sequencing, and production rates
