Definition
Directs and manages the operations of the City under general direction from the Mayor and the City Council, to include management and oversight of all City departments and functions, and coordination of special projects. The City Administrator is responsible for the implementation of all policy set by the Mayor and Council.

Examples Of Duties
Implements all policy directives promulgated by the Mayor in their executive capacity and by the City Council in its legislative capacity.
Directs and manages the development and implementation of City goals and objectives.
Recommends and administers policies, procedures and priorities for all service areas.
Serves as a liaison between City staff, the Mayor and the City Council : attends all meetings of the City Council; briefs the Mayor and Council Members on pending agenda items and other City issues; responds to inquiries and provides the Mayor and Council Members with information on the status of City operations and projects; and, provides analysis as needed to assist the Mayor and Council to make informed policy decisions.
Develops and administers the City budget : directs the forecast of funds needed for staffing, equipment, materials and supplies; coordinates the scheduling of budget meetings; ensures compliance with all legal and procedural requirements; submits annual operating and capital budgets to the Mayor and City Council; implements mid-year adjustments as necessary.
Plans, directs and manages the City's work plan : meets with management staff to identify and resolve problems; assigns projects and programmatic areas of responsibility; reviews and evaluates program goals and objectives; conducts meetings with department heads and key management staff.
Supervises all subordinate department heads and administrative staff; hires, trains, motivates, evaluates and disciplines senior management personnel and oversees this process for all City employees through subordinate managers.
Promotes the principles of equal employment opportunity and affirmative action in City activities, and supports the City’s core values related to diversity, equity, and inclusion.
Continuously monitors and evaluates the efficiency and effectiveness of City service delivery methods and procedures : assesses and monitors work load, administrative and support systems and internal reporting relationships; identifies opportunities for improvement; directs the implementation of changes.
Facilitates problem solving at all levels in the organization : works with department heads and senior management to ensure effective coordination and cooperation among departments; coordinates the continuous review of inter-departmental processes for quality control and improvement; responds to inquiries from the public regarding issues unresolved at the departmental level; negotiate and resolve sensitive, significant, and controversial issues.
Assists the Mayor and City Council with strategic and long-range planning for the City : participates in planning efforts at the local and regional level; keeps the Mayor and City Council apprised of developments at the state and federal level that impact the City; monitors pending legislation for impact on the City; oversees compliance with new legislation.
Serves as ex officio City Clerk and shall nominate, for council appointment, a Deputy Clerk to perform the duties of the City Clerk in the Administrator's absence.
Qualifications
A Master's degree in business administration, public administration or a related field from an accredited college or university is required; and, eight (8) years of increasingly responsible experience in a local public agency in an administrative and managerial capacity involving the development and administration of organization-wide policies and procedures and the supervision of management level employees or an equivalent combination of training and experience which provides the knowledge, skills and abilities necessary to perform the required work in this position.
Must possess a valid driver’s license and maintain throughout duration of employment.
Must pass a background check as prescribed by the City of Davenport.
The City Administrator is required to live within the boundaries of the City of Davenport.

The City offers a competitive salary and benefit plan. Salary will be commensurate with qualifications.
