Facility Manager job Overview :
Responsible for the facility management of the 16 Area Veterinary Clinic and other assigned facilities.
Participates in the design, development, implementation of programs, policies and procedures to ensure all facilities (building, structures, systems, equipment, furnishings and physical environment) and grounds are maintained in an operationally effective, clean and safe manner.
This Position involves communication with project customers and equipment vendors and other stakeholders to validate project requirements, review of pertinent hospital specific and industry standard codes and guidelines, and selection of appropriate engineering systems and solutions.
Schedules, manages, documents, and maintains records of a comprehensive preventive maintenance program.
Manages the pest control program, landscaping maintenance as well as contractual services required to maintain all grounds and public sidewalks; schedules their upkeep and repairs to maintain them for safety, aesthetics, and effective operation of assigned facilities.
Plans, coordinates, and oversees construction projects, and related activities as may be required.
Ensures compliance with administrative, legal and regulatory requirements of governmental and accrediting agencies.
Ensures that the 16 Area Clinic and other assigned Facilities complies with all fire prevention, general safety, seismic conformance, and health hazards protection plans and regulations.
Maintains and updates safety and emergency operations plans as needed.
Participate in Facility Department and other required meetings, trainings, and team building and coordination activities.
All other duties assigned.
Facility Manager Job Qualification :
Associate Degree in Engineering or Construction Management / Construction Technology / Facility Management / Plant Operation or related field.
Must be able to obtain and maintain Certified Healthcare Facility Manager Certification (CHFM) within 6 months of employment.
At least 5 years of experience in healthcare facility management and / or healthcare facility construction project management. Knowledge of computer based medical logistics data and project Management (DMLSS).
Completion of a formal DOL apprenticeship program in a skilled mechanical, electrical, or plumbing trade or licensure as a Stationary Engineer, Boiler Operator, or CA General Electrician is highly desirable. Familiar with MS Office Suite to include Word, Excel, PowerPoint, and Adobe.
Strong clinical or healthcare administration background. Must have experience working in military or civilian hospitals directly interfacing with clinical departments.
Working knowledge of plant operational equipment but not limited to life safety and criticality equipment such as back-up emergency generators, breathing air purification systems, vacuum pumps, equipment sterilization systems, HVAC, boilers, humidification systems, electrical and plumbing systems, as well as other systems related to veterinary and healthcare clinics.
Knowledge of pertinent design, construction, and maintenance standards for hospital work, including AHA, AIA, ASHRAE, NFPA, NEC, UBC, UFC, Infection Control, The Joint Commission, etc. General knowledge of hospital janitorial and grounds maintenance principles, including infection control, weed control, and personal protective equipment (PPE).
Ability to write scopes of work and prepare basic cost estimates in accordance with accepted engineering standards.
Excellent oral and written communication skills. Excellent personal computer skills, including Microsoft Windows, Outlook, Internet, Word, Excel, and PowerPoint. Ability to read AutoCAD drawings. Computer Aided Facility Management software experience or ability to learn within 6 months of being hired, including DMLSS.
Ability to effectively work with military and civilian personnel of all rank, skill, and experience.
Knowledge of all pertinent environmental and safety regulations. Ability to track and oversee multiple projects. Knowledge of basic contracting methods and contract law. Knowledge of basic Navy accounting and budget processes. Knowledge of hospital accreditation as related to facility management. Knowledge and understanding of hospital related building and engineering systems.
Understanding of Navy medical and veterinary mission and an understanding of the operational role of the hospital facility plant. Understanding of Navy public works processes, including real property maintenance system and shore facility planning system. Knowledge of the processes associated with the planning, design, budgeting, funding, and execution of a health care facility construction project and conflict resolution.
Must possess and maintain a valid US State issued driver's license to carry out position related duties.
Must be able to obtain clearance to access the work site located on a military installation and be granted a Common Access Card (CAC).
