IT Applications Administrator
This position provides primary support for the Authority-wide information management systems (such as ImageNow and SharePoint) supporting 430+ employees and 13 geographically separated locations. Working independently, this position will provide system administration and business analysis support for assigned systems. Position is responsible for managing strategic activities to include budget, system documentation, and upgrades throughout the system lifecycle. Additionally, the position will conduct or coordinate customer support, routine maintenance activities, and vendor support.
Essential Duties And Responsibilities
1. Document and administer system according to a System Maintenance Plan which covers routine system activities (configuration management activities, anti-virus updates, backup, etc.).
2. Works with IT managers and other personnel to budget strategically for updates to system hardware and software components.
3. Interacts with customers from the end user to management levels and establishes exceptional customer service through rapid response to user issues.
4. Provides response to problems requiring a higher level of expertise or access to resolve. Documents and tracks all trouble ticket items through Help Desk to maintain historical records.
5. Evaluates and recommends system enhancements, prepares documentation and training programs for assigned systems.
6. Manages accounts, system rights, and access to information, systems, and equipment, ranging from public to highly confidential.
7. Implements, applies, and enforces information security policy.
8. Monitors system resources and optimizes as required. Configures system (CPU, memory, disk partitions, etc.) for optimal performance.
9. Participates in the development and review of plans and specifications for assigned systems. Assists with the design and evaluation of processes, workflows, and equipment.
10. Acts as liaison with business and IT consultants and contractors. Monitors the contractor during break-fix actions and upgrade activities.
11. Assists with the preparation of RFP(s) or bid documents and review of documents to determine the lowest and best proposal or bid.
12. Generates and maintains system architecture for each assigned system.
13. Develops, implements, and tests disaster recovery and continuity of operations procedures.
14. Installs or oversees contractor installation of servers, software, workstations, printers, and other peripheral items.
15. Oversees system hardware and software inventories and defines processes that ensure configuration control and inventory security.
16. Oversees information management strategy for storage, retention, and disposal of records across the Authority.
17. Responds to public records or legal requests to recover official records stored by the Authority.
18. Work with client departments to configure and maintain SharePoint site collections, document libraries, lists, and site pages.
19. Support existing SharePoint implementation across the enterprise and work on future intranet collaborative, employee portal, and external-facing site development projects.
20. Provide expert advice to departmental users and site collection managers regarding the availability of SharePoint functionality to deliver requested business capabilities.
21. Document business requirements, system design, test cases, and production changes, and develop end-user training and reference materials.
Qualifications
Education : Bachelor's degree in Information Systems, Computer Science, or related field.
Experience : 3+ years of experience administering enterprise systems.
Strong understanding of role-based security, user access management, and compliance auditing.
Strong background in developing and documenting workflows using modular, reusable logic to include error handling and escalation paths.
Experience in business and system analysis requirements gathering, process mapping, and stakeholder collaboration.
Proficiency in data extraction and BI / reporting tools.
Familiarity with system integration methods (APIs, middleware, data sync).
Strong documentation, troubleshooting, and problem-solving skills.
Excellent communication and collaboration skills across IT and business teams.
Certificates, Licenses, Registrations : Valid Texas Driver's license. Security+ or approved equivalent cybersecurity certification. (Upon hire or within 6 months of hire)
Knowledge : Knowledge of computer information systems, hardware, software, network, and email systems. Specific knowledge of systems administration and management principles. Knowledge and experience with SharePoint information management and administration. Understanding of Windows Servers and administration. Programming skills in HTML, XML, CSS, and JavaScript. Working knowledge of SQL and databases. Understanding of Web Services.
Skills And Abilities :
Hands-on administration experience with Projectmates or a similar platform.
Familiarity with Capital Improvement Projects, Design, and Construction project management workflows.
Experience integrating cloud applications with finance / ERP systems
Exposure to data governance frameworks and cloud data warehouse environments.
Familiarity with workflow automation design principles.
Project management experience is a plus.
