Principal Technology Analyst

Under direction of the Information Systems Manager, a Principal Technology Analyst serves as a lead strategic partner responsible for understanding and meeting business requirements. Analyzes complex business processes and workflows, improves efficiency through automation and streamlined operations. Provides expertise on reactive, proactive, and enhancement support services. Leads the implementation and maintenance of the District's Enterprise Resource Planning (ERP), Customer Information (CIS), and other business critical systems. Leads, trains, and coordinates the work of staff, as assigned.

The recruitment process will consist of an application screening, 1st round (structured) interview, and 2nd round (selection) interview. The tentative date ranges of the interviews are listed below :

1st Round Tentative Interview Date Range : August 11-15, 2025

2nd Round Tentative Interview Date Range : August 18-22, 2025

Essential Duties

Provides lead technical support and acts as a project lead and technology liaison in support of business specific systems. Leads, trains, coordinates, and reviews the work of staff. Provides technical supervision based upon project assignments. Collects, analyzes, documents, and evaluates business requirements for process and customer experience improvements. Defines end-to-end use cases and user stories. Evaluates and conducts research on emerging information technology products and services to support business needs. Participates and oversees development of technology roadmaps based on business objectives. Establishes and manages relationships and agreements with external service providers. Designs, implements, tests, and supports business software systems and applications. Configures, maintains, updates, and evaluates applicable hardware and software systems as needed. Oversees and monitors activities that support all system setup, configuration, upgrades, and modifications for business software applications. Manages process and system change activities in adherence to all policies and procedures focusing on enhancing system security, reliability, and availability. Provides individual or group training on business software applications, policies, and procedures, including development of training and procedural guides for end-users. Responds to and executes electronic discovery tasks for information pertaining to legal matters and public records requests. Responds to periodic after-hours calls and emails to address critical systems outages both in-person and via phone. Performs other related duties, as assigned.

Qualifications

Demonstrated knowledge of and performance in the following areas :

  • IT Service Delivery lifecycle
  • Project management principles and best practices
  • Accounting and business procedures
  • Software system configuration, maintenance, administration, analysis, and problem resolution best practices
  • ERP, CIS, and BI tools and operations
  • AS / 400 operating system
  • Database access tools including SQL
  • Principles of SaaS and Cloud Computing
  • Basic principles of staff training and supervision
  • Desktop and mobile computing industry and trends
  • Microsoft Office Suite
  • Windows Operating Systems
  • Troubleshooting and maintaining distributed systems

Ability to :

  • Analyze and define complex problems, evaluate alternatives, and provide solutions; Conduct needs analysis and provide solutions that meet the business requirements
  • Read, interpret, and apply complex technical publications, manuals, and other documents in performance of assigned tasks
  • Manage projects including budgeting, planning, organizing, implementing, documentation, and ongoing support
  • Provide complex technical support including analyzing, reporting problems, applying fixes, package deployment, and testing
  • Prepare complex reports using BI tools and Microsoft SQL
  • Lead, train, coordinate, and monitor the work of others
  • Negotiate contracts and monitor the work of project consultants
  • Develop Request for Proposals, Request for Information, and Request for Quotes
  • Document technical information and user procedures
  • Provide training and instruction on various computer applications
  • Communicate effectively, both orally and in writing, and at the level appropriate for the audience
  • Conduct research and make recommendations on technology
  • Develop and author staff reports
  • Establish and maintain working relationships with employees, consultants, and vendors
  • Physical and sensory requirements :

  • Sufficient eyesight to read fine statistical reports and standard text and data on computer terminal screens
  • Ability to speak and hear at normal conversational levels in person and over the telephone
  • Manual dexterity to write legibly and to use calculators, computer terminal, and other general office machines
  • Ability to lift and carry up to approximately twenty-five pounds; reach, bend, or crouch to use files and records
  • Training and Experience Guidelines

    Any combination of training and experience, which demonstrates attainment of the required knowledge and ability to perform the required work (with reasonable accommodation, if needed), typically :

    Education : Equivalent to a Bachelor's degree in business administration, computer science, information systems, or related field with significant coursework in computers / systems analysis.

    Experience : Four (4) years of recent, paid work experience implementing and maintaining software-based business application systems and automating business processes. Experience coordinating, training, or providing general supervision to others is desirable.

    Required Certifications, Licenses, and Registrations : A valid California class C driver's license must be maintained at all times.

    Benefits

    Medical Insurance : The District currently covers up to $2,051.18 per month of the monthly premium cost of the offered medical plans and offers a choice of HMO and PPO plans.

    Dental Insurance : The District provides dental insurance for employees and their dependents.

    Vision care : The District provides vision care for employees.

    Life Insurance : Coverage is provided by the District in the amount of $50,000 plus annual base salary.

    Short & Long Term Disability : The District provides coverage for continuation of two-thirds of salary, up to a maximum of $11,292 per month for absences, which qualify under the plans.

    Vacation : Initially earned at 4.00 hours per bi-weekly pay period up to a total of 6.46 hours per pay period.

    Holidays : The District observes 12 holidays per year.

    Sick Leave : Employees earn 8 hours per month.

    Deferred Compensation Plan : The District provides 3% of base salary deferred and matched on a dollar for dollar basis into either a 401(a) or a 457(b) plan.

    Retirement : Tier I - 2% at 55 for employees defined as "Classic" members by the California Public Retirement System; 7% employee contribution. Tier II - 2% at 62 for new members to CalPERS; Employees contribute 50% of normal cost up to an annual maximum, currently 7.00% of salary up to $155,081. In addition to CalPERS, the District participates in Social Security. The District and employees contribute a required percentage of base wages for Social Security.

    Retiree Medical Benefits : The District will contribute 75% of the Kaiser Permanente Traditional HMO plan at the employee only level for employees who retire with at least ten years of service and are at least 55 years of age.

    Tuition Reimbursement : Employees may request up to $685 per course for continuing education reimbursement.

    Flexible Spending Accounts : Employees may allocate up to $3,300 per year to pre-tax
