DESCRIPTION

The Earth Section Post Award Fund Management Supervisor provides extensive fiscal management for a full range of large and complex sponsored projects, recharge facilities, industry service awards and external sales and service agreements. The position is responsible for comprehensive post-award administration involving large awards with degrees of complexity and serves as liaison between Earth Section and other SIO sections, SIO Contracts and Grants, SPF, General Accounting, AMAS and other central offices. Conducts complex financial reporting and analysis of revenue and expenditures. Acts as strategic partner with PIs and key lab staff due to complex and unique issues related to proposals and funding.

The Incumbent is responsible for all financial reports to track spending patterns, capturing statistics, identify finance-related trends, and assist management with decision-making. The position provides support to, and trains Earth Section personnel on UC policies and procedures to ensure departmental compliance and ethical business practices. Identifies problem areas, formulates alternative solutions, and makes recommendations on a wide variety of financial issues.

Incumbent is responsible for broad oversight of research administration ideas and practices, notifying leadership of material audit issues that arise, and using deep knowledge of research administration practices to develop and implement tools and processes within Earth Section.

Supervises and trains existing and new post award Research Administrators. As needed, provides work-direction, training, coaching, and guidance for other SIO Earth Section fiscal team members.

QUALIFICATIONS

Bachelor's degree in related area and / or equivalent experience / training.

Extensive knowledge of program administration guidelines of Federal and non-Federal sponsors supporting research and educational activities, preferably in a university environment.

Demonstrated experience with contract and grant proposal process, preparation of proposal budgets and preparation of ancillary proposal documents including Conflict of Interest forms, RES forms, cover sheets, University certifications, detailed budgets, budget justifications, research support documents, bibliographies, CVs, current and pending support forms, facilities and resources forms, animal use, human subject use, radiation and biohazard use approvals, ship time request forms. Advance knowledge of proposal requirements for a variety of Federal, State, and private funding agencies, including but not limited to research programs, deadlines, required hardcopy formats and electronic submittal modules such as Grants.gov and Fastlane, page limits, specific forms required, etc.

Full knowledge of Federal Acquisition Regulation, Code of Federal Regulations, sponsor-specific policies, intellectual property policy, conflict of interest requirements, publication rights, application of indirect cost rates and other complex concepts in research administration.

Specific knowledge of and demonstrated ability to interpret and communicate University, CAS, Uniform Guidance, A110, FDP, FAR and other policies and procedures governing contracts and grants and to solve complex problems and recommend solutions to ensure policy compliance.

Maintains knowledge of and ability to interpret and apply sponsor, institutional and departmental policies. Knowledge of current compliance regulations in all areas of research administration. Advance knowledge and understanding of funding agency regulations governing allowable costs to contracts and grants, and demonstrated ability to interpret PPM guidelines and UC practices.

Experience with all types of award mechanisms, including grants, contracts, subcontracts, and cooperative agreements.

Demonstrated supervisory skills and experience in supervising professional staff, fostering innovation, service and accountability, and to give clear instructions and guidelines. Ability to delegate and assign tasks, monitor production and quality of work, set clear and reasonable performance standards, and develop staff to their highest potential. Ability to teach / train staff in all aspects of job duties / responsibilities. Successful experience in recruiting, work-directing, motivating, and leading staff.

Demonstrated proficiency and understanding of Uniform Guidance, Cost Accounting Standards and is able to apply these to any agency requirements to guide the Principal Investigator in the financial management of research awards.

Demonstrated ability to independently advise and work with staff in individual recharge units and business office contacts in user departments, outside contractual users, OPAFS, General Accounting, Principal Investigators, Contracts and Grants and agency contracts.

Ability to maintain independent judgment; strong organization and communication skills; and a customer service focus across broad and diverse subject areas. Strong interpersonal communication skills and demonstrated ability to interact successfully with diverse personalities in a professional manner.

Ability to manage high volume and complex transactions. Proven ability to self-prioritize heavy workload and meet deadlines despite constant interruptions and competing deadlines. Demonstrated ability to independently follow tasks through to completion and to take responsibility for work performance.

Demonstrated advanced competence in the use of spreadsheet and database software in financial analysis, fiscal management and financial reports.

Pay Transparency Act

Annual Full Pay Range : $88,000 - $161,600 (will be prorated if the appointment percentage is less than 100%)

Hourly Equivalent : $42.15 - $77.39

Factors in determining the appropriate compensation for a role include experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Hiring Pay Scale referenced in the job posting is the budgeted salary or hourly range that the University reasonably expects to pay for this position. The Annual Full Pay Range may be broader than what the University anticipates to pay for this position, based on internal equity, budget, and collective bargaining agreements (when applicable).
