Description
This class provides administration and coordination of city-wide community programs within the Office of Immigrant and Refugee Engagement. Incumbents work with community groups neighborhood associations and various commissions and foundations to enhance the quality of life for Richmond citizens. Incumbents may : recruit citizen volunteers; solicit vendors for reduced or free supplies; present programs to and act as liaisons for community and neighborhoods groups. Provide fiscal management of an assigned program; and prepare reports and documents. Supports client and family needs connecting them with community resources. Provides direction cultural and languages support to participants and their families. Conducts community outreach and engagement support.
Exercised : As assigned incumbents typically do not supervise but may serve as lead workers assigning work and monitoring work completion.

Typical Percentage of Time (none less than 10%)
1. Researches and identifies program opportunities recruits participants identifies resources and participates in public relations outreach with community groups in order to promote Latino / Asian American & Pacific Islanders / African community focused programs and establish collaborative efforts. 25%
2. Develops and conducts programs directed to empower and support Latino / Asian American & Pacific Islanders / African residents such as entrepreneurship college and career support as well as referrals to community partners. 40%
3. Meets with community groups civic associations neighborhood associates and City departments and representatives. Offers classes or awareness programs to the community intended for adults and children related to the assigned program. 25%
4. Handles the day-to-day administration of the program to include fiscal management annual reports updating databases etc. 10%

PHYSICAL REQUIREMENTS AND WORKING ENVIRONMENT : Due to the nature of work assignments incumbents must be able to perform detailed work on multiple and concurrent tasks with frequent interruptions and under time constraint. While performing the essential duties of this job the employee is regularly required to talk hear see use hands wrists or fingers in a repetitive motion; and finger (pick pinch type or otherwise work primarily with fingers). The employee is occasionally required to walk stand reach extending hands and arms in any direction lift and push or pull. Some assignments may involve frequent stooping and kneeling and moderate crouching and terms of the physical strength to perform the essential duties this classification is considered to be medium work exerting up to 50 pounds of force occasionally up to 20 pounds of force frequently and up to 10 pounds of force constantly to move objects.
