We're currently recruiting for a Housing Project Planner. The primary responsibilities for the job are to support and oversee the allocation and management of funding for affordable housing projects and programs. This position manages local, state and federal funding provided to developers and partner agencies, while ensuring compliance with regulations and reports on funding and outcomes. This position coordinates housing initiatives by monitoring progress, budgets, and outcomes, as well as long-term project compliance and reporting. Collaboration with, and support for, other city departments, funding partners, nonprofit providers, and community stakeholders is essential. This is a full-time, regular, exempt position. The schedule for this position is M-F, 8am to 5pm. At this time, this position is eligible for telework or hybrid schedule. As with all routine telework positions, employees may be required to come into the office on occasion based on business needs. Telework may be subject to change at a future time. Currently, all employees must reside in Oregon or Washington; the City cannot support ongoing telework from other locations.

Job Details

Essential Functions :

  • Lead or support planning and implementation of housing projects and programs, including application coordination and review, environmental documentation, community advisory committee support, and preparing and circulating grant and loan agreements. Set up and maintain project files, prepare routine correspondence, maintain file archives.
  • Monitor projects for compliance with local, state and federal rules, including monitoring for contract requirements, income levels and deed restrictions. Provide technical assistance for contract compliance and review and approve invoices for project expenditures. Establish and maintain processes and procedures for required pre-contract documents and progress reports for multiple projects. Manage tracking and review of federal and state labor requirements. Prepare required reporting.
  • Research community needs, best practices, and policy alternatives to inform equitable housing strategies that address historical disparities, reflect the lived experiences of marginalized communities, and promote inclusive, community-driven solutions. Perform data analysis using demographic, mapping, and other data to assist with planning decisions. Effectively communicate findings with tables, graphs and written reports. Support efforts to draft and develop reports on housing outcomes and planning, and other community development planning initiatives.
  • Effectively communicate with internal and external stakeholders regarding community needs, policy / planning initiatives, and specific projects or programs. Assist with developing staff reports and presentations for senior leadership and City Council. Assist with scheduling and providing information for stakeholder and public meetings. Develop and maintain constructive relationships with community partners. Coordinate with other City departments and public agencies on projects, conduct meetings, prepare agendas, and summarize discussions. Respond to inquiries to support relevant projects, programs, and initiatives. Participate in community, advisory, and Council meetings.
  • Integrate equity-driven analysis into housing project planning by using demographic and community-level data to identify and respond to disparities in access, affordability, and outcomes. Leverage this analysis to inform grantmaking, policy recommendations, and community engagement strategies, ensuring that program implementation reflects the lived experiences of underrepresented and historically excluded communities.
  • Manage the data system to keep accurate records for planning, funding, monitoring, and reporting.
  • Develop plan recommendations, staff reports, and briefing papers on housing planning and initiatives to City Council, city leadership, other departments, agency partners and the public.
  • Perform other duties and responsibilities as assigned.
  • Qualifications

    Experience and Education :

    Experience :

  • Three (3) years
  • Related experience in working with community development and / or government agencies. Implementation of federal programs preferred.
  • Education :

  • Bachelor's Degree
  • Urban planning, public policy / administration, community development, or a related degree. Substitute equivalent experience for degree.
  • Equivalent combinations of education and experience may be considered.

    Computer Skills :

  • Ability to use databases, spreadsheets and online data for program and contract monitoring and property information research. Ability to create tables, graphs, and presentations.
  • Intermediate skills in Microsoft Word, Excel, Outlook, PowerPoint, and Teams
  • Knowledge :

  • Principles and practices of effective and equitable public involvement and engagement
  • Principles and practices of project management including monitoring for compliance
  • Public and private partnerships
  • Pertinent federal, state and local laws that pertain to : housing and contracting
  • Culturally responsive communication and collaboration with historically underserved and marginalized communities
  • Modern office procedures, methods and computer equipment
  • Use of personal computers and basic software
  • Budgeting, planning and reporting for public funding
  • Abilities :

  • Administrative proficiency : well-organized, detail-oriented, goal-driven, confirmed ability to prioritize and manage multiple projects and meet deadlines
  • Research, prepare and write technical documents and administrative reports
  • Facilitate meetings for project teams and individuals
  • Utilize databases for program monitoring and research
  • Apply values and principles of equity and inclusion in all aspects of work and interactions with public and staff
  • Identify and address structural barriers in housing programs through data analysis, policy review, and stakeholder engagement
  • Communicate data and technical information clearly and concisely in multiple formats
  • Monitor short-term and long-term compliance for housing projects
  • Read and interpret plans and policy documents
  • Interpret and apply pertinent federal, state and local laws, codes and regulations
  • Attend periodic off-site meetings and work occasional evenings
  • Work independently in the absence of supervision
  • Communicate clearly and concisely, both orally and in writing
