Job Title : Cloud / DevOps Engineer

Project Scope
The Cloud / DevOps Engineer will provide application architecture support monitoring and DevOps / Platform Engineering expertise to the ARTS team. This role functions as a Subject-Matter Expert (SME) guiding team members in the design architecture analysis troubleshooting review and documentation of various application subsystems. Supported systems include both on-premises and cloud-based solutions in Azure and AWS.
The consultant may act as the technical SME on complex projects or collaborate with team members on initiatives involving broad or highly technical scope. Responsibilities also include ensuring compliance with all internal IT policies standards procedures and guidelines. The consultant will provide monthly written status reports and offer mentoring to enhance the technical and analytical skills of internal team members.
Deliverables
Deliverable 1 : Solution Architecture Development and Test Support
Evaluate existing applications and develop a roadmap for architectural upgrades and enhancements.
Review unit tests and collaborate with the Regression Automation team to ensure adequate test coverage.
Provide design alternatives and propose solutions based on system requirements and application performance.
Deliverable 2 : DevOps Discovery and Assessment
Assess existing CI / CD infrastructure monitoring security and compliance workflows.
Identify bottlenecks risks and technical debt.
Provide a detailed gap analysis comparing the current environment with industry best practices.
Deliverable 3 : Roadmap & Strategy
Provide a prioritized list of short- medium- and long-term improvements.
Recommend system upgrades and refactoring based on emerging technologies.
Identify automation opportunities.
Develop a comprehensive security and compliance upgrade plan.
Deliverable 4 : Implementation of Approved Changes
Enhance CI / CD pipelines including automated build test and deployment processes.
Improve monitoring and logging capabilities to strengthen observability.
Implement secrets management vulnerability scanning and role-based access controls.
For cloud-based solutions optimize scaling policies cost efficiency and backup / recovery processes.
Deliverable 5 : Knowledge Transfer
Provide ongoing knowledge transfer throughout the contract ensuring all deliverables (status reports business processes incident triage reports resolution notes meeting minutes test cases etc.) are documented and properly stored.
Participate in regularly scheduled knowledge transfer sessions to ensure internal team members receive complete technical handoff and documentation.
Required Skills (Minimum Qualifications)
10 years of expert-level experience as a DevOps Architect and System Integrator including hands-on implementation of commercial off-the-shelf (COTS) solutions.
10 years of experience as a Solution Architect supporting complex enterprise-scale applications.
5 years of experience working with infrastructure and architecture in public pension systems.
5 years of experience developing technical documentation and conducting training or knowledge transfer sessions.
5 years of experience supporting applications on cloud platforms specifically AWS and Microsoft Azure .
