General Statement of Job General Statement of Job The Program Developer and Coordinator designs, plans, implements, and coordinates training and educational programs as required to meet grant deliverables under the Texas Workforce Commission Adult Education and Literacy Service Provider Grant and assists with the budgetary responsibilities of the grant. Specific Duties and Responsibilities Specific Duties and Responsibilities

  • Coordinates program curriculum and instruction under the grant, to include face-to-face and remote learning
  • Coordinates, designs, plans, and implements specialized curriculum for Career Pathway models to meet grant deliverables.
  • Coaches instructors and guides overall service delivery of grant programs including implementation of the current and future Texas AEL Content Standards and guidance related to Career Pathways.
  • Researches new training and education techniques and suggests enhancements to grant programs.
  • Creates collaborative relationships with organizations and individuals.
  • Identifies subject experts and oversees development of curricula for training and educational programs required by the grant.
  • Meets the required monthly grant deliverables for self and direct reports.
  • Develops and executes marketing strategies for the promotion of grant.
  • Manages and coordinates implementation of programs and courses, which includes, identifying and supervising trainers, managing logistics, and communicating and following up with clients on a regular basis.
  • Conducts ongoing assessment / evaluation of program quality and effectiveness.
  • Monitors financial and programmatic compliance of grants.
  • Participates in the preparation of grant applications, contracts and proposals.
  • Manages the tracking and reporting of training, contact hours, and programmatic and financial data and reports as required by the grant.
  • Coordinates and attends grant audits.
  • Participates in staff and instructor selection and evaluation process (classroom observations).
  • Serves as trainer as needed and as directed by supervisor.
  • Travels throughout the college district, as needed.
  • Performs other duties as assigned

  • Required Education and Experience
  • Bachelor’s degree required.
  • At least two (2) years of experience with grants is required.
  • At least two (2) years of experience in adult education or English as a Second Language (ESL) instruction at any level (primary, secondary, or higher education) required.
  • Experience in training, program development, and / or supervision preferred.
  • Required Knowledge, Skills and Abilities

  • Excellent oral, written and interpersonal communication skills.
  • Strong computer skills with knowledge of Microsoft Office including, but not limited to, Word, Excel, PowerPoint, and Outlook, the Windows environment, and internet research skills.
  • Bilingual, English / Spanish, preferred.
  • Ability to prioritize, organize, and complete multiple tasks with attention to detail, within stated deadlines.
  • Ability to adapt to constant change and periods of fast-paced, high-intensity work situations.
  • Ability to work evenings and / or weekends as needed; willing to travel throughout the college district using own means of reliable transportation.
  • Demonstrated commitment to achieving the vision and mission of South Texas College.
  • Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals.
  • Ability to write routine reports and correspondence.
  • Ability to speak effectively before groups of customers or employees of organization.
  • Ability to solve practical problems and deal with a variety of concrete variables in situations where only limited standardization exists.
  • Ability to interpret a variety of instructions furnished in written, oral, diagram, or schedule form.

  • Physical Requirements

  • Exerting up to 10 pounds of force occasionally and / or negligible amount of force frequently or constantly to lift, carry, push, pull or otherwise move objects, including the human body.
  • Bending the body downward and forward by bending leg and spine.

  • Expressing or exchanging ideas by means of the spoken word including the ability to convey detailed or important spoken instructions to other workers accurately and concisely.
  • Sitting particularly for sustained periods of time.
  • Bending body downward and forward by bending spine at the waist. Occurs to a considerable degree and requires full motion of the lower extremities and back muscles.
  • Close visual acuity to perform an activity such as : preparing and analyzing data and figures; transcribing; viewing a computer terminal; and / or extensive reading.
  • Mobility to accomplish tasks, particularly for long distances or moving from one work site to another.
