Position Overview And Responsibilities :
Process Adult Care Food Program (ACFP) applications in accordance with 7 CFR Part 226, DOEA standards, ACFP Policy Manual and FAC 64E-11, Food Hygiene Codes. Assist with contract administration and contract amendments for all new and renewing providers. Perform pre-approval site visits of potential ACFP providers prior to approving their applications.
Duties And Responsibilities :
Provide technical assistance to ACFP providers, potential providers, and internal / external stakeholders, whether in person, over the phone, via email, or via Microsoft Teams or other electronic methods. Maintain a current contract management file pursuant to CFO Memo No. 06 (2011-2012) and in accordance with the standards set forth by the U.S. Department of Agriculture, Department of Financial Services and the Department. Maintain a log of all provider reviews, including past review dates, next review dates, corrective actions (if applicable), and other outcomes to ensure all reviews and follow-up actions are completed within required timeframes. Plan and perform required programmatic reviews of ACFP providers. These reviews may be announced or unannounced onsite monitoring visits. Plan and conduct desk reviews of ACFP providers' meal applications and enrollment rosters in a thorough and timely fashion prior to conducting their programmatic review. Programmatic reviews are conducted in accordance with 7 CFR, Part 226, State regulations, DOEA standards, ACFP Policy Manual and FAC 64E-11 Food Hygiene Codes. Prepare written reports and track follow-up on corrective action as needed. Issue Serious Deficiencies in compliance with program standards, and under guidance of the Nutrition Program Manager, including follow-up on corrective actions, deferments, and terminations. Maintain a log to track all Serious Deficiencies. Advises the Nutrition Program Manager on any problems with policies related to the ACFP operation. Reviews and recommends possible solutions to problems. Assist in the development of ACFP related forms and training materials that will ease the administrative burden on the ACFP providers and promote the expansion of the program throughout the state. Conduct outreach activities to expand provider participation in the ACFP. Review and approve monthly provider claims / invoices, requesting additional documentation to support the request for payment as necessary. Track monthly invoices to ensure providers are submitting timely, and tracking one-time exemptions for invoices submitted more than 60 days following services provided. Responsible for organization and review of all backup documentation required by the Department of Financial Services through their Expanded Audit of Payment request. Assist the Nutrition Program Manager in completing USDA programmatic reports, expense reports, budgets, and any other ACFP related assignments. Maintain up-to-date knowledge of federal and state laws and rules pertaining to the program and contract management. As part of the contract manager responsibilities, incumbent is required to maintain continuing professional education and training in the contracting process as deemed appropriate by the Department. Travel throughout the State of Florida. Travel is required for this position at least 50% of the time. Perform other duties as assigned.
Knowledge, Skills, And Abilities :
Ability to work well with others, including departmental staff and providers. Critical thinking skills to use logic and analysis to identify and weaknesses of different approaches. Reading comprehension and writing skills to understand written sentences and paragraphs in work related documents plus develop quality written materials. Must have working knowledge of Microsoft Office Suite. Knowledge of federal and state laws, including policies, procedures and rules pertaining to the management, administration, and monitoring of contracts. Maintain continuing professional education and training in the contracting process as deemed appropriate by the Department. Ability to independently conduct monitoring reviews. Ability to develop and review monitoring procedures and criteria. Ability to communicate effectively. Ability to establish and maintain effective working relationships with others.
