POSITION OVERVIEW
We are seeking an experienced and knowledgeable Manager, Event LATMP to lead the planning and delivery of a robust Local Area Traffic Management Plan in support of a world-class transportation program for a major international sporting event.
This critical leadership role will ensure that traffic operations in and around both Tournament and non-operational venues and associated precincts are safe, efficient, and integrated with the broader transport strategy. The Manager will work closely with government agencies, local councils, traffic authorities, and event operations teams to ensure minimal disruption to the public while delivering seamless access for all client groups.
KEY RESPONSIBILITIES
1. LATMP Strategy & Development
- Lead the design and effective implementation of the event-wide Local Area Traffic Management Plan and documentation required to demonstrate its approach and deliverables
- Ensure traffic control measures are aligned with venue transport plans, security operations, and emergency access requirements
- Incorporate parking, pedestrian flows, bicycle access, and public transit connectivity into the LATMP framework
- Apply a risk-based approach to manage Tournament-wide transport risks, working closely with all agencies and groups
2. Stakeholder Engagement & Coordination
Collaborate with state and local government transport authorities, police, and traffic engineering teams to finalize and approve LATMP. Collaborate with applicable teams to assist in assignment of workforce, traffic flow, identifying congestion hotspots, and having robust, widely understood contingency plansIntegrate fully with all key agencies to ensure combined and integrated Traffic Management planning and strong communication protocols. Build strong relationships to manage impacts and address concernsRepresent the transport function in cross-agency traffic planning and readiness meetings3. Traffic Operations Planning
Determine requirements for temporary road closures, lane reconfigurations, diversions, and traffic signal adjustmentsOversee design and placement of signage, traffic control devices, and wayfinding systemsDevelop traffic management plans for peak demand periods, such as event days, ceremonies, and high-profile matches4. Readiness, Testing & Compliance
Coordinate traffic management readiness exercises and operational walk-throughsEnsure all contractors, traffic controllers, and relevant stakeholders are trained, briefed and deployedMonitor compliance with statutory requirements, permits, and safety regulations5. Live Operations & Incident Response
Lead LATMP operations during live events from the Host City Transport Operations Centre (HC TROC) and / or field locationsCoordinate rapid response to traffic incidents, road obstructions, or access issues affecting event operationsImplement contingency plans to minimize disruptions and maintain safe, efficient traffic flow6. Reporting & Legacy
Produce pre-event readiness reports, daily operational summaries, and post-event evaluationsDocument lessons learned and best practices to inform future event planningSKILLS AND KNOWLEDGE
Proven leadership and strategic thinking in event LATMP planning and implementation, aligning traffic management outcomes with broader transport and event objectivesExperience managing complex stakeholder relationships. Skilled in presenting complex traffic solutions clearly to these varied audiences inspiring confidenceStrong analytical, problem-solving, and decision-making skills in high-pressure environmentsDemonstrated ability to lead large teams during planning and live operationsExcellent knowledge of the passenger transport industry in one or more of the following areas (Bus, Coach, Chauffeur, Taxi, Rail, Fleet, etc.)Ability to translate complex operational requirements into clear, actionable plansMaintains a focus and commitment to delivering safe, efficient, and reliable services mitigating public impactMaintains composure and effectiveness under pressure, responding effectively to changing circumstances and operational challengesEmpathetic to culturally diverse audiencesLead and attend meetings always representing TMS with the highest standard. Be willing to work flexible and extended hours throughout the event periodQUALIFICATIONS AND EXPERIENCE
University degree or equivalent professional experienceProficient in English (written and oral)Preferably 2-5 years of progressive responsibilities and work-related experience, and any combination of education and training, which provide the required knowledge, skills and abilities to perform the essential functions of the job, combined with demonstrated professional growth and achievementPrevious involvement in complex event operations, preferably at FIFA World Cup™ or Olympics scale or equivalentExperience of working in International and US major events, preferably within a transport, venue or logistics planning capacityStrong knowledge of traffic engineering principles, road safety regulations, and LATMP developmentTertiary qualification in traffic engineering, transport planning, or a related disciplineAccreditation in traffic management planning or controlAdvanced skills in writing operational and readiness plans, and post event reportingStrong business acumen and transport languageAdvanced working knowledge of Microsoft Office 365 softwareThe employees’ responsibilities reflect the current needs and requirements of the Company as at the date of issuing this position description.
