Project Manager
GovCIO is currently hiring for a Project Manager to support the Department of Veterans Affairs, Office of Information and Technology, Health Services Portfolio. The candidate should have experience with a civil agency, preferably the Department of Veterans Affairs. The environment is dynamic, and client needs are often evolving. As such, thought leadership, problem-solving, rapid learning, and carrying the innovative mindset needed to lead our clients through conceptualization, strategic planning, and execution is important. Additionally, flexibility and forward-thinking views are important for success. This position will be a fully remote US position with core hours Monday to Friday 8am-5pm eastern time.
Responsibilities
Project & Task Management
- Manage one or more projects of varying size and complexity; may supervise professional and technical personnel across disciplines.
- Take ownership of Jira stories, including cloning, updating, and closing tasks to ensure accurate tracking and progress.
- Develop mechanisms for monitoring project progress and implement intervention strategies to resolve issues and maintain productivity, quality, and client satisfaction.
- Schedule tasks and coordinate with team members to ensure timely delivery of project milestones.
- Conduct project meetings and lead efforts in tracking, analysis, and reporting of project status and outcomes.
Stakeholder Coordination & Communication
Serve as a liaison between the product line and the product line-level security group, providing project management support as needed.Engage with the internal teams to understand VHA-owned products.Interpret and analyze contracts related to VHA-owned products; develop RACI charts to clarify roles and responsibilities.Facilitate discussions between the product line and VHA stakeholders to define support expectations and draft Memoranda of Understanding (MOUs) accordingly.Stay informed on all major initiatives and provide planned or ad hoc support to ensure seamless continuity during the GovCIO Senior Program Manager's absence.Agile Planning & Execution
Actively participate in Program Increment (PI) Planning sessions, contributing to roadmap alignment and team coordination.Collaborate daily with the GovCIO Senior Program Manager on scheduling, staffing, reporting, and overall project execution.Performance Monitoring & Reporting
Review and analyze the monthly Product Scorecard (PSC); update presentation materials and report key metrics during the Weekly Accomplishments Call.Identify performance trends and collaborate with product leads to address non-compliance issues and improve metric outcomes.Coordinate with team leads to gather and validate data required for monthly reporting.Take ownership of key stakeholder deliverables and ensure timely, high-quality submissions.Qualifications
Required Skills and Experience
Bachelor's degree in engineering, computer science, systems, business or related scientific / technical discipline plus 15 years of commensurate work experience, 10 years of additional relevant work experience may be substituted for educational requirementsSAFe / Agile software development / project management experienceStrong understanding of Agile requirements with traceability in epic / feature / story / acceptance criteria definitionStrong experience with projects which require well organized management, tracking and communications of complex product development dependenciesProficient with MS Office (Word, Excel, PowerPoint, Visio), SharePoint, and TeamsExperience using Jira in an Agile or SAFe environmentStrong facilitation and excellent verbal communication, oral presentation, analytical and written communication skillsExperience managing multiple concurrent projectsExperience providing cross-functional program level supportExperience creating and presenting executive summary presentationsExperience in risk management and mitigation strategiesAbility to maintain workload in a fast-paced environment with rapidly changing prioritiesAbility to identify and engage the appropriate internal and external stakeholders to ensure tasks and activities are completed on scheduleAbility to drive tasks to completion with limited supervision while working in a remote environmentPreferred Skills and Experience
Hands-on experience directly with the Veterans Affairs or other government agency IT workExperience supporting or leading within the Veterans Affairs Office of Information and Technology, Veterans Benefits Administration, and / or Veterans Health Administration is a plusHighly desired PMP Certification, Agile / SAFe certification(s), Certified Scrum MasterExcellent prioritization and time management skills, as well as attention to detail and ability to meet deadlines and stay organizedClearance Required : Ability to obtain / maintain VA suitability / Public Trust clearance

The posted pay range, if referenced, reflects the range expected for this position at the commencement of employment, however, base pay offered may vary depending on multiple individualized factors, including market location, job-related knowledge, skills, education, experience, and internal equity. The total compensation package for this position may also include other compensation elements, to be discussed during the hiring process. If hired, employee will be in an "at-will position" and the GovCIO reserves the right to modify base salary (as well as any other discretionary payment or compensation program) at any time, including for reasons related to individual performance, GovCIO or individual department / team performance, and market factors.
