Data Resource Strategist

The mission of the Professional Standards Divisions Compliance Section is to ensure compliance with department policy New York State and Federal Law as well as adhere to and ensure compliance with federally mandated use of force reporting practices. The Compliance Section strives to create relevant reports and data accessibility resources to ensure Command and Borough / Bureau level compliance.

The Professional Standards Division Compliance Section is seeking candidates to fill the position of City Research Scientist Level II. The candidates responsibilities include but are not limited to :

Data & Technical Experience :

• Assist senior analyst to maintain division databases and access other department databases to provide the department with data relevant to compliance research metrics through the use of several analytical programs and languages (eg. Cognos Python and SQL).
• Maintain data dictionaries and other relevant documentation related to data maintained and created by the Compliance Section. Conduct routine data integrity checks on datasets. Identify and report issues and discrepancies in generated data to senior analyst.
• Under direction of senior analyst and higher level staff conduct data maintenance and design general project automation tools to be used by staff.
• Train staff how to utilize created tools that reference spreadsheets datasets tables charts and graphics.
• Create and maintain data visualization tools such as Power Bi dashboards.

Qualifications :

1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.

To be appointed to Assignment Level II and above candidates must have :

1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of full-time experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or

2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible full-time research experience in the appropriate field of specialization; or

3. Education and / or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

NOTE : Probationary Period

Appointments to this position are subject to a minimum probationary period of one year.
