Position Overview

The Illinois Department of Corrections is seeking a Implementation Project Manager for the Office of Health Services. You’ll lead the development and execution of strategic plans to ensure compliance with consent decrees and regulatory mandates. This role combines policy formulation, project management, and stakeholder collaboration to align operations with legal requirements and departmental priorities. You’ll identify risks, track performance, and guide training initiatives to support statewide implementation. With a focus on transparency, communication, and continuous improvement, you’ll play a key role in driving long-term compliance and organizational transformation. Essential Functions

  • Serves as the Implementation Project Manager.
  • Serves as the primary point of contact for implementation projects.
  • Conduct thorough research and analysis to understand the legal and regulatory landscape, providing informed recommendations to support decision-making.
  • Develops and coordinates training and education initiatives to ensure organizational awareness and adherence to consent decree requirements.
  • Prepares comprehensive project documentation, including status reports, presentations, and project summaries for various stakeholders.
  • Performs other duties as required or assigned which are reasonably within the scope of the duties enumerated above.
  • Minimum Qualifications

  • Requires a bachelor’s degree in project management, business administration, healthcare administration, information systems, or a related field.
  • Requires prior experience equivalent to four (4) years of progressively responsible administrative experience in project management, business administration, healthcare administration, information systems, or a related field.
  • Preferred Qualifications

  • Prefers at least five (5) years of experience managing complex, multi-phase projects, preferably within legal, regulatory, or government compliance frameworks.
  • Prefers at least five (5) years of understanding of legal and regulatory language, with the ability to accurately interpret and apply legal documents to operational and policy decisions.
  • Prefers at least three (3) years of excellent organizational, communication, and interpersonal skills, with the ability to engage, navigate, and collaborate across diverse stakeholder groups.
  • Prefers demonstrated experience leading cross-functional teams, aligning technical, legal, and operational personnel to meet shared project goals in dynamic environments.
  • Prefers an analytical and data-informed mindset, with the ability to assess problems, evaluate options, and recommend effective solutions.
  • Prefers official certification as a Project Management Professional (PMP).
  • Prefers ability to adapt to changing priorities and handle multiple tasks concurrently.
  • Conditions of Employment

  • Requires ability to travel in the performance of duties, with overnight stays as appropriate.
  • Required to carry a state-issued cell phone and laptop.
  • Requires ability to pass the IDOC / IDJJ background check.
  • Requires ability to pass a drug screen. The use of unauthorized drugs by an employee, regardless of position held, is prohibited.
  • Certain provisions of the revolving door restrictions contained in 5 ILCS 430 / 5-45 apply to this position. As a result, the employee should be aware that if offered non- State employment during state employment or within one year immediately after ending State employment, the employee shall, prior to accepting any such non- State employment offer, notify the Office of the Executive Inspector General for the Agencies of the Illinois Governor (OEIG) or may be subject to a fine.
  • This position has been found to meet the requirements in section 4A-101 of the Illinois Governmental Ethics Act requiring the occupant / employee to file a Statement of Economic Interest. The Illinois Governmental Ethics Act (5 ILCS 420 / 4A et seq.) requires certain state officials and employees to file annual Statements of Economic Interest with the Office of the Secretary of State that will be made available for examination and copying by the public. All employees required to file a Statement of Economic Interest are also required to file the Supplemental Statement of Economic Interest with the Executive Ethics Commission. (See Executive Order 15-09) Fines and penalties apply to untimely filings.
  • Required to utilize digital technology, tools, platforms, and processes in managing and supporting various digital enhancements for greater efficiency, productivity, and digital transformation efforts within the department.

    Term Appointment : Candidates hired into a term position shall be appointed for a term of 4 years and are subject to a probationary period. The term may be renewed for successive four-year terms at the Director of the Department of Corrections’s discretion.
