Job Description and Duties

The Office of Technology and Solutions Integration provides technology and data leadership for the California Health and Human Services Agency. This leadership takes many forms, including enterprise project delivery, the development and dissemination of best practice tools and templates, governance and oversight, and consultative services.

The Portfolio Delivery Support Division (PDS) is an essential organization in the delivery of this leadership and has three primary functions. These include (1) the creation, maintenance, support and operations of a Center of Excellence (COE) unit for portfolio and project management (PPM), which leverages public and private sector best practices that align with our Agency’s expressed and demonstrated needs, by applying industry standards, principles, methods, techniques; and (2) the delivery of related consulting and support services to our departments and agency office Solution Consulting Services (SCS) unit of both Project and Business Analysis needs; and (3) to drive alignment and compliance associated with the planning and delivery of data and digital capabilities across all CalHHS entities, prioritizing support / oversight of those efforts deemed strategic for the delivery of the CalHHS mission and related strategic priorities through Enterprise Solution Alignment Support (ESAS) unit. Through this support PDS will improve and accelerate the delivery of programmatic and related services in a manner consistent with our Agency’ mission, strategic priorities and guiding principles so as to support the wellbeing of all Californians.

As a Senior Project Manager within Solution Consulting Services (SCS), and under the direction of PDS leadership and the departments that it serves, the incumbent will lead, oversee, support and / or direct data and information technology projects in accordance with agreements between OTSI and the sponsoring department / s. This will include both project management and business analysis support, working closely with sponsoring departments program and IT functions to not only support the specific effort, but to build overall capabilities and department self-sufficiency. The senior project manager will be responsible for Project Management and System Development Lifecycle activities as requested by sponsoring organizations, and will collaborate with other resources within PDS, OTSI and other state organizations accordingly. Their expertise will also inform best practice guides, tools and templates for inclusion into the COE, which may include conducting related training to advise project teams in project planning, delivery and vendor management activities that are result in solutions that are fit for purpose, and built in a way that prioritizes incremental release of business value, cost effectiveness, solution performance / resilience, and optimized long term maintainability.
