Title : Senior IT Contracts / Project Manager
Location : Quincy, MA (Hybrid)

Overview :
The client is seeking a Senior IT Contracts / Project Manager to support a large-scale Medicaid Management Information System (MMIS) initiative. This role involves managing cross-functional IT projects, overseeing procurement and contract processes, coordinating vendor relationships, and ensuring alignment with enterprise standards and funding requirements.
Key Responsibilities :
- Develop and manage project documentation including business cases, RFPs, RFQs, and funding requests.
- Lead procurement efforts from vendor evaluation through contract negotiation.
- Collaborate across technical and business teams to design, develop, test, and implement IT solutions.
- Maintain project plans, risk / issue logs, and documentation repositories.
- Coordinate resource allocation across business analysis, quality assurance, and development teams.
- Manage scope changes through formal change control processes.
- Provide regular project status updates and risk mitigation strategies.
- Create technical documentation such as data flow diagrams, system narratives, and input / output specifications.
- Communicate effectively with stakeholders across disciplines, translating technical concepts into business terms.
- Adhere to established project management methodologies and quality standards.
Preferred Qualifications :
Minimum 5 years of experience in IT project management within large enterprise environments.Proven experience with both Agile and Waterfall methodologies.Strong background in contract management, RFP / RFQ development, and project funding.Excellent stakeholder management, negotiation, and communication skills.Ability to manage multiple priorities in a dynamic environment.Experience in conflict resolution and consensus building.Familiarity with matrixed resource management.Prior experience in public sector or government projects is a plus.Proficiency in project management tools (., Microsoft Project, JIRA).Education & Certifications :
Bachelor’s degree in Information Systems, Business Administration, or related field (or equivalent experience).PMP, CSM, and SAFe certifications are advantageous.
