Construction Claims And Change Manager
We are seeking an experienced Senior Change and Claims Advisor to provide expert guidance on project changes, claims avoidance, and contractual risk management for large-scale infrastructure and construction projects. Reporting directly to the Project Resident Engineer, this position plays a key role in supporting the timely and accurate management of change events, contract modifications, and claims strategy.
The ideal candidate brings experience in claims management, change control, and cost / schedule analysis, with proven ability to lead estimating and contract negotiation processes. This position requires strong analytical judgment, communication skills, and the ability to influence decision-making in a complex project environment.
Organizational Responsibilities
- Advise the Project Construction Manager on potential claims, project changes, and contractual risks.
- Work with the Resident Engineer on construction progress, delays, and schedule reviews.
- Lead identification and evaluation of changes to ensure timely documentation and resolution.
- Implement proactive claims avoidance and risk mitigation strategies.
- Coordinate with project controls, engineering, and commercial teams to develop defensible change documentation and cost support.
- Perform cost and schedule impact analyses for change requests and potential claims.
- Lead and facilitate estimating meetings and estimate reviews to ensure scope, assumptions, and pricing are clearly defined and justified.
- Review and validate cost assumptions, quantities, and rates to confirm consistency with contract terms.
- Develop risk-adjusted forecasts and independent cost assessments to support informed management decision-making.
- Support the negotiation and reconciliation of contract modifications and final accounts.
- Draft and review contract language amendments in coordination with the project and legal teams.
- Provide guidance on contract interpretation and compliance with project requirements.
- Prepare persuasive position papers, change summaries, and supporting documentation for executive approval.
- Maintain a comprehensive log of all project changes, claims, and risk exposures.
- Provide recurring reports on financial exposure, trends, and claims status to project leadership.
- Contribute to organizational best practices in claims avoidance and change management.
- Mentor junior staff in contract interpretation, cost analysis, and negotiation preparation.
- Other related duties as assigned.
Qualifications
Bachelor's degree in construction management, engineering, or related discipline required; advanced certification in contract management, construction law, or dispute resolution preferred.5+ years of experience in claims management, change control, or contract administration within large construction or infrastructure programs.Strong working knowledge of contract structures, change control processes, and negotiation strategies.Proficient in cost estimation, schedule impact analysis, and documentation of change events.Demonstrated success in negotiating contract modifications and achieving fair resolutions.Excellent analytical, communication, and problem-solving skills, with the ability to advise project leadership effectively.Experience in Iterative Price Buildup Contracts is desired.Contractor experience desired.HCSS Heavy Bid literacy desired.Note : This opportunity is available at multiple levels. $112,649 - $154,927 a year
The salary range for this position is $112,649 to $154,927. A hired employee will be placed within this salary range based on a variety of legitimate business reasons, including but not limited to the individual's scope of relevant experience and geographic location.
Location and Commitments
Overtime work may be required occasionally to ensure certain deliverables are completed on time.Weekend work is rare but occasionally may be necessary.Physical Requirements & Working Conditions
