In general, this project will require technical knowledge and change management techniques, including user research, assessments, communication strategies, analysis, recommendations, and roadmap. The Contractor must provide deliverables, services, staff, and otherwise do all things necessary for, or incidental to, the performance of work, as set forth below.
a.
Conduct a thorough business process analysis of both CJIS systems to :
i.
Map and evaluate current operational and data workflows supported by the systems.
ii.
Identify and document all components, modules, and interfaces.
iii.
Identify and document interdependencies and involved integrated systems, and downstream impact to these systems.
iv.
Develop high-level business and user requirements to guide the future system design and development process.
v.
Identify data sets, dataflow, and reports.
vi.
Assess current system architecture, documentation, data models, and technologies (hardware / software).
vii.
Identify gaps or risks related to access control, connectivity, security compliance, data protection, and technical risks.
viii.
Evaluation of organizational readiness by reviewing infrastructure, technical ability, change management needs, and staffing and skillsets available to support system rewrites.
ix.
Analyze all legal or policy constraints.
x.
Assess opportunities for modernization.
b.
Conduct research on involved impact of replacing both CJIS systems and provide impact assessment :
i.
Identify all key stakeholders involved if both systems are replaced, including providing the detailed impact, requirements, and expectations of all identified stakeholders.
ii.
Conduct research, interviews, surveys, to gather requirements and pain points.
iii.
Provide preliminary estimates for the resources, timeline, and budget needed for full rewrites.
c.
Provide findings, recommendations, and roadmap :
i.
Deliver a current state analysis with detailed documentation of the existing CJIS systems including architecture, data flows, dependencies, integrations, and pain points.
ii.
Deliver a gap analysis identifying deficiencies in performance, security, compliance, scalability, and usability.
iii.
Deliver a stakeholder feedback summary outlining input from system users and stakeholders, administrators, and leadership on system limitations and desired enhancements.
iv.
Deliver a final report outlining all findings, options, and a proposed path forward.
v.
Provide recommendations and deliver a clear, actionable roadmap outlining next steps, strategic priorities, staffing needs, change management plan, and a phased approach to modernizing the CJIS systems.
vi.
Provide a formal report with executive summary, technical appendices, and a presentation-ready briefing for leadership on findings and roadmap.
