The State of Connecticut Judicial Branch is seeking a Program Manager I to manage the training component of the Gail Burns-Smith Sexual Assault Forensic Examiners Program (SAFE Program). Duties include managing the training component’s infrastructure, maintaining and growing partnerships with local, state, and federal agencies, and ensuring compliance with relevant statutes, regulations and guidelines, in order to help operate a training program for health care professionals on the care of and collection of evidence from adolescent and adult victims of sexual assault. Responsibilities include : maintaining and expanding the SAFE Program’s accredited training program; providing oversight, training and recruitment of contracted SAFE Instructors; collaborating with multidisciplinary partners to develop and deliver trainings and education; leveraging technology to make resources available through a variety of mediums; partnering with Judicial Branch units to develop and facilitate special projects and events; and implement policies and procedures in accordance with applicable policies evidence-based practices.

The preferred candidate will hold a current unrestricted Connecticut license or the ability to obtain a Connecticut license as a Registered Nurse or Advanced Practice Registered Nurse and possess the following experience and credentials :

• Background in the care of sexual assault patients and knowledge regarding sexual assault issues and best practices in the clinical care of sexual assault patients
• Administrative and project management experience
• Technological proficiency
• 10 years of professional nursing experience
• A Master’s degree in Nursing

Salary Range : $110,415 - $145,756 / year – plus State of Connecticut benefits.

New employees begin at the minimum. The starting salary for existing state employees may be higher than the minimum, in accordance with existing Judicial Branch policy.

EXPERIENCE AND TRAINING

General Experience : Nine years of professional experience in a broad range of functions related to assigned areas, including some responsibility for planning, research and statistical analysis, organizational analysis, or a related field.

Substitutions Allowed :

1) College training may be substituted for the General Experience on the basis of fifteen semester hours equaling one-half year of experience to a maximum of four years for a Bachelor’s degree.

2) A law degree or a masters degree in a related field may be substituted for one additional year of the General Experience.

Special Requirements : Incumbents may be required to travel in the course of their daily work.
