Procurement Analyst

This is a Procurement Analyst position for the U.S. Army Corps of Engineers Tulsa District and located in Tulsa, OK. This position may be filled at the GS-09, GS-11, or GS-12 grade level. Promotion is at the discretion of management.

Responsibilities :

• Serve as the Government Purchase Card (GPC) Level IV Activity / Organization Program Coordinator (A / OPC) for the Tulsa District.
• Manage the day-to-day operations; implementing and administering the GPC program; establishing policy and guidance; conducting training and monitoring GPC use; and providing oversight and administration.
• Through analysis of program policies and procedures, develops and submits for approval, new plans, upgraded policies and procedures, and formulates guidelines regarding the Credit Card Program locally and regionally.
• Subject matter expert and technical authority responsible for conducting comprehensive reviews of the Contracting Division for Tulsa work products, including but not limited to acquisition strategies; request for proposals; price negotiation; etc.

Time in Grade Requirement : Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-07 / 09 / 11).

Foreign Education : If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
