  • Job Summary

    Manages a team of technical project managers and support staff responsible for the delivery of IT projects. In coordination with the contract Program Manager, establishes project management and quality standards and methods that ensure on-time and in-scope delivery. Oversees the development of technical estimates, work plans, methodologies, and deliverables. Conducts skills assessments, training, and initiatives to develop the project delivery team. Monitors all project milestones and design of technical status reports. Ensures that risk is analyzed and mitigated for each project. Has deep and broad knowledge of technology. Manages subordinate staff in the day-to-day performance of their jobs. Ensures that project / contract milestones / goals are met.

    Responsibilities

    Responsible for the performance of significant technical, non-technical, and / or intelligence related programs or multiple smaller non-technical programs in accordance with contract requirements and company policies, procedures, and guidelines. Reports to the contract Program Manager, covering customers’ Naval Facilities Engineering projects. The Technical Program Manager will take ownership of the business entailed in both management of Project Managers and demonstrate strong overall program support under the guidance of the contract Program Manager. Role duties also include exploration of new opportunities and supporting existing development efforts.

    As with any position, additional expectations exist.     Additional responsibilities include, but are not limited to :

    • Manage software development projects that support our US Navy customers
    • Accomplishes project objectives by planning and evaluating project activities
    • Provides thought leadership to project analyses and process improvement activities
    • Responsible for the employment, training, coaching, mentoring, motivation, discipline, and performance evaluation of assigned employees
    • Accomplishes objectives by orienting, training, assigning, scheduling, coaching, and counseling employees
    • Communicates job expectations, planning, monitoring, appraising, and reviewing job contributions
    • Achieves operational objectives by contributing information and recommendations to strategic plans and reviews; preparing and completing action plans
    • Implements production, productivity, quality, and customer-service demands
    • Resolves problems, identifies trends, determines system improvements and implements change
    • Updates job knowledge by participating in educational opportunities, sharing professional publications, maintaining professional networks and professional organizations
    • Manage software development resources to focus on delivering high quality applications to our US Navy customer
    • Creates a method of change management including ownership of a documentation library, communication plans, process training, etc.
    • Clearly documents and presents findings including creation of diagrams and procedure documentation
    • Responsible for driving recommendations through to implementation
    • Basic Qualifications

    • U.S. Citizenship required
    • Bachelor’s degree in a Technical Discipline or a Business Degree with a concentration in Technology Management, and / or Management and leadership
    • Possess strong analytical skills, including an understanding of business economics and financial resources.
    • Demonstrated analytical and time-management skills
    • Demonstrated ability to work as an active member of a team
    • Excellent verbal and written communication skills; the ability to call, connect, and interact with potential customers
    • Able to professionally and confidently communicate with Executives
    • If  applicable : If you are or have been recently employed by the U.S. government, a post-employment ethics letter will be required if employment with VSolvit is offered
    • Preferred Qualifications

    • Possess a working knowledge of Department of Defense and / or federal procurement practices
    • 5+ years’ Government program experience, preferably Navy
    • Experience in preparing reports and briefings
    • Strong verbal and written communication skills
    • PMP Certification preferred
