The Systems Analyst II to be assigned to Public Utilities & Public Works in the Public Infrastructure Community of Interest will serve as a strategic partner to align IT products and services to business strategy and goals. Additionally, the Analyst will work on one or more projects simultaneously within the constraints of scope, quality, time, and cost to deliver specified products and project artifacts. The selected candidate will :

  • Serve as a "strategic partner" for Public Utilities & Public Works, helping to align IT products and services to business and IT strategies.
  • Represent the IT department in communicating IT services, standards, policies, capabilities, strategies, and initiatives to the Public Infrastructure Portfolio.
  • Build and develop effective working relationships with project participants, vendors, stakeholders, and sponsors.
  • Effectively capture, document, and prioritize Public Infrastructures' business needs using business cases, use cases, workflow diagrams, and As-Is To-Be diagrams.
  • Understand IT and Public Utilities' & Public Works' capabilities, how they apply to the business, and their daily operation, and perform gap analysis.
  • Provide Public Utilities & Public Works with business-focused technology based solutions by : creating and maintaining strong business and customer relationships with internal technology teams and client agencies; identifying opportunities for operational efficiency and business improvement through the use of technology; assisting in developing long-range technology strategies; directing projects towards desired business value, providing initial request evaluation including project estimates for cost-benefits analysis; staying abreast of industry trends in the business and technology; assisting with project prioritization; conducting / assisting new service / business analysis and business case development; and gaining understanding of business strategies.
  • Facilitate the work intake process and lead the requirements gathering process, including elicitation, analysis, and specifications, documentation of functional and non-functional requirements for the Public Infrastructure Portfolio.
  • Lead / Co-Lead and / or facilitate the implementation of new technology solutions and application upgrades. Communicate project status to the Solutions Manager, Public Utilities & Works Technology Team, IT Executive Management Team, and other stakeholders.
  • Facilitate and oversee the change management process for production changes.
  • Serve as a project manager for smaller, simple projects.
  • Process modeling using various notations and industry standard tools (Use Cases, Activity Diagrams, Business Process Modeling Notation, Workflows, Swim-lanes, As-Is To-Be Diagrams)
  • Coordinate resolution of issues to include root cause analysis, coordination with other IT groups, and appropriate escalation as needed.
  • Facilitate and participate in user-acceptance testing activities to ensure the Public Infrastructures' systems are functionally appropriate, technically sound, and well-integrated; Facilitate and assist with the development of test plans and test cases.
  • Prepare end-user documentation and conduct end-user training.
  • Perform other job duties requiring skills, knowledge, and physical requirements as demanded by those duties described. Individual assignments will be determined by the supervisor based on the current workload and department needs.
  • Possess excellent verbal and written communication skills. Be able to effectively communicate with other IT staff, customers, department managers, and executive leadership.
