Human Resource Analyst 2, Employee Relations Business Partner (Salem / Hybrid)

The Oregon Department of Corrections is actively recruiting to fill a Human Resource Analyst 2 position. This position is located at our Headquarters in Salem, Oregon. This position is approved to work a hybrid schedule of in-office and remote work, after initial training has been completed. You must be a current State of Oregon employee to apply. (Temporary and contract workers are not eligible.)

If you are hired, you will become part of the department's management service; this position is not represented by a labor union.

About the Job Your Role

The Human Resource Analyst 2 (Employee Relations Business Partner) provides expert consultation and guidance on all aspects of human resource management and employee relations to all levels of management, employees, and labor partners. The position ensures that internal HR practices and policies align with Department of Administrative Services (DAS) statewide policies and relevant collective bargaining agreements.

This role advises management on corrective and disciplinary actions while ensuring employee rights are protected throughout the process. The incumbent consults on and responds to grievances, and prepares responses to tort claims and Bureau of Labor and Industries (BOLI) complaints.

The HR Analyst 2 also contributes to labor relations by proposing bargaining concepts and providing strategic consultation on the full range of HR services for assigned functional units. Additionally, this position partners with department leaders to equip managers with tools, processes, and innovative people practices helping achieve business goals and advance organizational effectiveness.

Minimum Qualifications

Your application materials will be reviewed to verify that you have :

  • A Master's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations or a job-related course of study determined by the appointing authority; AND one (1) year of Human Resource professional-level experience related to the position; OR
  • A Bachelor's degree in Human Resource Management, Organizational Behavior or Development, Business or Public Administration, the Applied Behavioral Sciences, Industrial Relations, or a job-related course of study determined by the appointing authority AND a minimum of two (2) years of Human Resource professional-level experience related to the position; OR
  • Five (5) years Human Resource experience related to the position. Three (3) of the five (5) years must have been at the professional level; OR
  • Valid Certification as a Professional in Human Resource awarded by the Human Resource Certification Institute AND a minimum of three (3) years Human Resource professional-level experience related to the position; OR
  • Valid Certification as a SHRM Certified Professional awarded by a nationally recognized organization AND a minimum of four (4) years of human resource professional-level experience related to the position, including at least two (2) years at the professional level; OR
  • Valid Public Sector HR Association Certified Professional (PSHRA-CP) certification AND a minimum of four (4) years of human resources experience related to the position, including at least two (2) years at the professional level.

The State Certified Human Resources Professional (SCHRP) certification, awarded by the Oregon Chief Human Resources Office, substitutes for six months of human resource professional-level experience.

  • 2nd round of Interviews : No later than December 5, 2025. (Interviews will be held via Microsoft Teams.)
  • Reference checks will be conducted once a finalist has been identified, and that candidate must pass a criminal background records check.
  • Anticipated Start Date : January 5, 2026.
  • Working Conditions

    This position is based at DOC Headquarters in Salem, Oregon. After initial training, there is opportunity for a hybrid schedule with a combination of in-office and remote work.

    Some travel between institutions and administrative offices. Occasional overnight travel may be required. Incumbent must have a valid driver's license or acceptable alternate means of transportation. Routine, direct contact with adults in custody (AIC) is required. This employee may work inside a secure, adult correctional facility and must incorporate practices to ensure the safety of staff and AICs. Must remain constantly alert and work unarmed in the midst of AICs. There is an inherent responsibility to support correctional security staff during periods of unrest. The incumbent of this position is subject to callback in the event of an emergency or work stoppage and is subject to assignment in any area of the institution. Possible encounters with abusive and / or hostile Adults in Custody (AICs) pose the risk of physical injury.
