San Mateo County Health is seeking an experienced individual for the position of

Behavioral Health Substance Use Treatment Program Analyst II.

The Position

The Behavioral Health Substance Use Treatment Program Analyst will provide a variety of analytical and administrative support to the Alcohol and Other Drug (AOD) Services Unit. The Analyst's responsibilities include developing, monitoring and evaluating treatment program performance, overseeing contract deliverables, and ensuring compliance with local, state and federal regulations. The Analyst will also manage substance use treatment programs and prevention partnerships, as well as serve as a liaison to contracted providers, and support grant and policy implementation efforts.

There is currently one vacancy in the Behavioral Health & Recovery Services (BHRS) Division, in the Alcohol and Other Drug (AOD) Unit located in Belmont. This position may offer a hybrid schedule, with a combination of remote and on-site work, depending on operational needs and County requirements. The Program Analyst will travel / drive throughout the county to meet with providers, attend meetings, and occasionally to represent the County at the State level. This position will be within the AOD Contract, Performance & Monitoring Team, and will work closely with the AOD Health Services Manager II, as well as other key BHRS teams including Quality Management, Contracts, Management Information Systems and Health IT.

The Substance Use Treatment Program Analyst responsibilities may include, but are not limited to, the following :

Policy & Compliance Oversight

  • Reviewing, interpreting and monitoring State policy initiatives, regulatory updates, and compliance requirements.
  • Disseminating relevant policies and ensuring adherence to state and federal standards, including the Drug Medi-Cal Organized Delivery System (DMC-ODS), CalAIM, and other substance use disorder (SUD) regulations.
  • Developing and maintaining internal documentation, compliance tools and procedures supporting quality improvement and Process Improvement Projects (PIPs).

Quality Assurance & Monitoring

  • Monitoring access to services, network adequacy, utilization review and utilization management, coordination of care, and beneficiary protections.
  • Supporting compliance audits, including annual state and federal reviews, and Quality of Care External Quality Reviews.
  • Maintaining and updating provider directories, develop site visit tools for Substance Use Prevention, Treatment, and Recovery Services Block Grant (SUBG) and DMC-ODS.
  • Program & Contract Monitoring

  • Overseeing DMC-ODS, SUD, and Medication Addiction Treatment (MAT) program compliance, including documentation and certification standards.
  • Assisting in the development of Request for Proposal (RFP) for substance use treatment services and contracts with community-based SUD providers.
  • Analyzing contractor access to care, treatment capacity performance goals, fiscal compliance and quarterly budget monitoring and utilization reports.
  • Conducting annual site visits, monthly client chart audits and investigating grievances.
  • Regulatory Response & CAP Oversight

  • Ensuring compliance with Cultural and Linguistic Access Standards (CLAS).
  • Implementing and monitoring Corrective Action Plans (CAPs).
  • Preparing responses and documentation for state and federal audits with evidence of local compliance.
  • Data and Technical Support

  • Providing SUD NX Avatar Electronic Health Record (EHR) support.
  • Supporting treatment programs with Drug and Alcohol Treatment Access Report (DATAR) and California Outcomes Measurement System Treatment (CalOMS) monthly state requirements.
  • Acting as a liaison between treatment providers and Health IT to ensure proper documentation, access to the EHR, and additional support as needed.
  • The ideal candidate for this position will demonstrate :

  • Extensive experience in program coordination for alcohol and other drug services.
  • Strong skills in contract negotiation, writing, and monitoring.
  • High-level organization and expertise in both programmatic and administrative monitoring.
  • The ability to interpret and apply evolving federal, state, and local regulations, and assess their impact on county compliance, standards, and policies.
  • Experience in developing and implementing policies and procedures.
  • Exceptional collaboration and partnering skills, along with sound independent judgment and decision-making abilities.
  • Proficiency in providing training and technical assistance to contracted and community partners, including the ability to clearly communicate BHRS' Strategic Initiatives and their implications for service providers.
  • The ability to identify emerging trends and proactively assess the future needs of providers and the community.
  • A strong commitment to continuous quality improvement for programs and services.
  • Experience in preparing and delivering presentations, as well as facilitating meetings with boards, committees, and community groups.
  • A demonstrated commitment to advancing diversity, equity, inclusion, and belonging (DEIB).
  • The ability to build and maintain effective working relationships with colleagues, partners, and stakeholders.
  • Proficiency in Microsoft Word and Excel (highly desired).
  • Additionally, the ideal candidate will be highly organized, with the ability to manage multiple projects simultaneously, work effectively in a team environment, demonstrate strong analytical and data analysis skills, and possess excellent oral and written business communication abilities. A minimum of two years of analytical experience in behavioral health, social services, or a related field is strongly desired.

    Qualifications

    Knowledge of :

  • Principles and practices of the specific program area to which assigned, including any specialized technical knowledge.
  • Principles and practices of program planning, implementation, coordination and evaluation.
  • Relevant and applicable local, state and federal rules and regulations guiding the delivery of alcohol and drug treatment services, specifically Title 9 regulations and the Drug Medi-Cal Organized Delivery System (DMC-ODS) and County program policies and guidelines.
  • Beneficiary rights and protections; network adequacy; service availability, access to care, EQRs and PIPs, evidence-based practices, and the issuance of Corrective Action Plans.
  • Courts and criminal justice systems.
  • Principles and practices of contract development, negotiation and monitoring.
  • Principles and methods of community behavioral health services and recovery programs including current trends in education, research, treatment, prevention and related topics.
  • Principles, practices and techniques of administrative and programmatic research, analysis and programming including an understanding of data analytics, data collection and reporting, data visualization and dashboard management.
  • Community resources and public / private services and funding sources.
  • Office administrative practices and procedures, including records management and the operation of standard office equipment, and computer systems.
  • Electronic health record systems including how to navigate the system and provide basic troubleshooting for user errors.
  • Skill / Ability to :

  • Monitor, analyze and evaluate program effectiveness.
  • Develop and evaluate proposals and negotiate contracts and agreements.
  • Develop, monitor and analyze budgets and program performance.
  • Research, compile and analyze data, draw sound conclusions and prepare and present effective reports.

  • Train staff in work procedures and provide technical and programmatic assistance to staff and subcontractors.
  • Organize and prioritize tasks, deadlines and projects effectively and in a timely manner.
  • Communicate effectively, both orally and in writing.
  • Provide technical assistance to contractors in the use of electronic health records and data analytic tools; coach contractors on system issues.
  • Exercise sound independent judgment within general policy and regulatory guidelines.
  • Education and Experience :

    Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is :

    Behavioral Health and Recovery Services Analyst II : Bachelor's degree in public or business administration or a related field, and two years of professional level analytical, administrative or programmatic experience in a behavioral health services field.
