Overview
The Program Manager is responsible for administering all aspects of grant management for the Motor Vehicle Crime Prevention Authority (MVCPA) grant ensuring compliance. Responsible for writing the annual grant, which includes development of the budget and progress goals; daily, weekly and monthly reviews to ensure compliance with progress, documentation and report writing as required by the grant. Additionally, you will be the Grant liaison to MVCPA, City departments, and area law enforcement agencies working within the MCVPA grant. Lastly, you will develop, coordinate, and deliver public awareness campaign regarding auto crimes.
Responsibilities
- Administrator of grants and funding from the Motor Vehicle Crime Prevention Authority (MVCPA), private entities, and others as applicable
- Respond to and resolve inquiries / complaints from internal and external sources
- Coordinate contracts with the MVCPA, RTA, CC Hooks, Vigilant Motorola Solutions, and other partner agencies
- Manage the preparation of grant applications to ensure adequacy and timeliness. Participate in grant administration, compliance and fiscal mgmt
- Participate in development and implementation of goals / objectives for the program
- Assist with development of program planning, monitoring, and fiscal management
- Monitor / Evaluate auto theft, auto burglary, and fraud related motor vehicle crime initiatives
- Manage the preparation of all City Council materials necessary to carry out program goals
- Assist in policy changes and implementation as applicable
- Develop / Implement budget, cost containment, procedures, and program improvement measures for area responsibility
- Develop / Monitor expenditure and budget reports. Administer all purchase orders, travel authorizations, p-card acquisitions, and direct payments for program procurement
- Reconcile program spending and implement financial strategies through collaboration with grants and accounting dept
- Respond to and resolve internal / external audit inquiries as applicable
- Assist and partner with other agencies or staff in motor vehicle crime prevention projects and public awareness events
- Establish / maintain effective working relationships with administration to ensure adequate flow of information
- Communicate clearly and effectively verbally and in writing to explain, justify and defend programs, policies, and activities
- Negotiate and resolve significant, sensitive, and controversial issues
- Establish / Maintain effective working relationships with City staff and officials, community groups, general public, and media representatives
- Manage / Conduct presentations specific to program services and / or related topics to public officials, community, and business stakeholders
- Assist in development and publication of social media outreach for select program strategies
- Attend meetings / conferences, participate on committees and taskforces, be a representative of the City of Corpus Christi
- May be asked to perform additional duties as assigned
