Project Lead (PM 3) - CDR Implementation Project

Seeking a Project Lead (PM 3) - CDR Implementation Project for a long-term contract role with the Commonwealth of Virginia in Richmond, VA. ABOUT THE ROLE Knowledge and Skills

• Experience implementing and maintaining a local government Community Development and Regulation system using the Cityworks Online PLL or Trimble Unity Permit software platforms.
• Mastery of project management methodology and experience or familiarity with major, defined program management approaches (PMI, Agile, Six Sigma).
• Significant knowledge of project planning / scheduling tools (for example, Microsoft Project), with a solid track record of practical application.
• Exceptional verbal and written communication skills; expertise in setting and managing customer expectations.
• Effective influencing and negotiating skills in an environment in which this role may not directly control resources.
• Strong knowledge and understanding of local government processes related to land permitting, plan review, inspection, and code enforcement.
• Ability to large multi-department project team to match CDR software to business requirements, including leadership in research on current and emerging technology options. Experience
• Seven or more years of progressively responsible IT experience.
• Five years of successfully managing Community Development and Regulation projects.
• Five or more years of experience with Planning and Community Development business problem solving.
• Experience in leading diverse teams.
• Experience and ability in using "soft skills” and "people skills”.
• Experience with implementation of software systems and platforms.
• Experience meeting with stakeholders and clients and gathering the project's requirements, goals, and scope. Experience with these supporting processes :
