The City of Phenix City is seeking a full-time employee for the Utilities Department. The position is continuous and depends on qualifications. The location is in Phenix City, AL.
The Utilities Director supervises the position, which is needed ASAP for one employee working from 8 a.m. to 5 p.m. with weekends / overtime as needed. The position is full-time and is a replacement.
The job summary involves assisting with the operations of the Engineering and Utilities Departments through the application of advanced knowledge of engineering principles and practices. This includes operation, design, construction, maintenance, and repair of structures and facilities for the city's water supply, water distribution, water treatment, wastewater treatment, and wastewater collection activities. The role also includes preliminary engineering studies, project management, review of plats, plans, and permits, document preparation, surveying, field investigations, and computer-aided drafting and mapping. The employee will assist other departments and the public with technical support and attend meetings and training as needed.
Essential job duties include providing assistance and supervision of engineering division personnel and utilities department personnel, attending meetings and training seminars, assisting other departments / divisions and the public with technical support, providing technical assistance to the City Manager, Utilities Director, Planning Commission, and City Council, performing preliminary engineering studies and design on various water distribution, water treatment, wastewater collection, and wastewater treatment projects, providing assistance with roadway, bridge, and drainage projects, preparing plans and specifications, making technical decisions to propose solutions and resolve problems, investigating proposed and ongoing construction sites, existing utility infrastructure, and existing street and storm drainage features, researching records such as easements, right-of-way, deeds, and various maps, preparing public advertisements, contract documents, and advertisements for bids, addressing technical questions relating to projects, attending bid openings, reviewing and checking bids for accuracy and compliance with specifications, communicating with contractors, city inspector, and Utilities Department to monitor projects and make decisions, maintaining project records, communicating with ADEM and ALDOT officials and consultants to coordinate project development, reviewing various plans and documents created by engineering personnel or submitted for approval to ensure compliance with regulations and proper engineering practices, reviewing permits to ensure compliance by the City and others, reviewing technical specifications and making necessary revisions, and reviewing maps, feasibility studies, development plans, etc. to plan Utility Improvement projects.
Qualifications include education and experience guidelines that would likely provide the required knowledge and abilities. A bachelor's degree in civil engineering from an accredited university and two years of experience in water distribution and treatment, wastewater collection and treatment are required. Knowledge of civil engineering principles and practices, complex mathematical principles, state and federal laws and regulations pertaining to public utility operations, policies of EPA, ADEM, and CORP of Engineers, and governmental procedures are also required. Ability to utilize word processing, spreadsheet, database, and computer-aided drafting software, read, interpret, and comprehend plans, specifications, and technical manuals / drawings, prepare technical documents and sketches in a clear and legible manner, communicate effectively in a professional manner with supervisors, co-workers, and the general public, and possess leadership skills are also necessary.
The working environment is primarily indoors with field work when needed. The physical demands and key working relationships include the City Manager, Utilities Director, Planning Commission, and City Council.
