Job Responsibilities
Under the direct supervision of the Director. Responsible for interpretation, application, and implementation of budgetary principles, procedures, and guidelines for South Carolina Youth ChalleNGe Programs. Manage and supervise the position of the Accountant / Fiscal Analyst II. Ensure procurement processes and budget guidelines are always followed. Performs and / or coordinates complex professional duties in the creation and maintenance of accounting records, and the verification and documentation of financial transactions. Responsible for approving all general ledger accounting entries to include accounts payable, accounts receivable, journal entries and shopping carts. Assists in developing program performance standards. Collects, assimilates, and ensures the accuracy of financial data for internal and external reporting requirements. Applies principles of accounting theory to alter and maintain an accounting system. Develops methods for recording financial transactions and prepares reports of financial analyses. Directs the oversight of budget formulation, justification, and execution. Develops and prepares analyses and reports of budget performance management. Distributes budgetary instructions and explains the use of budgetary forms. Collects information for budgetary requests. Prepares budgetary allotment authorizations, identifies budgetary surplus, and recommends funding changes. Reconciles situations when files are out of balance, researches errors, and ensures corrective action is taken. Reviews and verifies agency budgetary adjustments, new personnel position requests, and monitors agency expenditures. Reviews requests for purchases to ensure expenses are allowable and reasonable. Reviews credit card expenses for funding accuracy. Enters shopping carts for purchase orders. Submits invoices for payment by due date. Completes quarterly budget reports and monthly expenditure reports. Tracks expenditures and obligations to project budget balances. Attends quarterly reviews and lead monthly budget meeting with Director and Deputy Directors. Train staff as needed on budget requirements, processes and procedures. Reviews monthly advance requests for accuracy. Identifies shortfalls or surpluses and takes the appropriate budgetary action. Creates and submits budget line-item modifications when necessary. Assists in the tracking and reconciliation of the program stipend account. Reviews travel authorization and reimbursement requests. Maintains financial and budget records for inspections. Other duties as assigned.
Minimum and Additional Requirements
A bachelor's degree in accounting, finance, business, or a related field and professional experience in a related area, such as accounting, auditing, budget, or finance.
Preferred Qualifications
Master's degree in accounting, finance, business or related field and at least 3 years of experience in accounting, finance, budget or grant management. Experience with the state SCEIS financial system.
