Summary

The incumbent of this position is a seasoned IT professional that provides tactical and operational planning, development, evaluation and coordination of information technology resources that may be assigned on an ad hoc or long-term basis to operational or project development teams to deliver and maintain value-added business solutions for Tarrant County. The incumbent ensures the continuous improvement of integrated information technology systems to drive business outcomes and solve business problems at a departmental or community of business (CoB) scale. The incumbent manages one or more IT initiatives by defining, planning, organizing, and ensuring a timely execution of moderate to complex operational, infrastructure and / or business applications, or directs customer production support systems in congruence with service level agreements (SLAs) as defined by Tarrant County Information Technology Department (ITD) leadership. The incumbent participates in work unit strategic planning and leads collaborative work efforts within business and IT units, practicing Lean-IT principles and generating actionable metrics to allow for data-driven business decisions and results.

Essential Duties and Responsibilities

  • Conducts human resource management of IT employees including interviewing, hiring, training, mentoring, guiding and performance management including disciplinary action when required. Acts as a resource for staff questions.
  • Conducts work-unit level IT planning. Consults with IT leadership to identify and prioritize the IT needs of the County. Provides input to and administers IT strategic and operational plans in support of the County’s IT direction.
  • Provides input on evaluation, selection, implementation and maintenance of IT systems, ensuring appropriate investment in strategic and operational systems. Provides responsive advice, counsel, education and service concerning IT issues and trends in the IT industry.
  • Communicates IT plans, policies and technology trends throughout the work unit. Manages day-to-day relationships between IT resources and external entities (business units, other governments, vendors, etc.).
  • Maintains knowledge and understanding of current and emerging technologies, equipment and systems. Keeps current on laws, mandates, issues, practices and procedures.
  • Plans, leads, organizes and controls projects related to selection, acquisition, development and installation of IT systems for the enterprise. Determines operational, technical, tactical, and support requirements; formulates logic; and devises optimum solutions.
  • Reviews and provides input to policies and standard operating procedures; monitors and evaluates program effectiveness and effects changes required for continuous improvement of IT systems.
  • Contributes to the formulation and maintenance of an enterprise-wide disaster recovery and business continuity plan to ensure timely and effective restoration of IT services and business resumption in the event of a disaster.
  • Administers and provides input to an annual operating and capital budget. Maintains contact with IT suppliers.
  • Maintains knowledge of current and future technology, equipment, prices and terms of agreements. Evaluates alternatives, performs appropriate cost benefit analysis and recommends solutions balancing costs and acceptable risks.
  • Facilitates customer-focused interaction to ensure objectives are realized and expectations are properly managed. Coordinates activities and programs with other departments to improve service performance.
  • Performs other related duties as assigned.

Minimum Requirements

Bachelor's degree (Master's degree preferred) AND Five (5) full-time years of experience in IT resource management.

Associate's degree AND Seven (7) full-time years of experience in IT resource management.

High School diploma or GED AND Nine (9) full-time years of experience in IT resource management.

Experience must include leading or supervising technical staff in a 24x7x365 environment.

Must have advanced- or practitioner-level knowledge of the concepts, practices and procedures of the field of specialization. Information Technology Infrastructure Library (ITIL) certification preferred. COBIT 5 Foundation or higher a plus. Incumbent is expected to comply with professional development units (PDU) requirements for certification retention and remain apprised of current standards for all frameworks and certifications utilized within the ITD. Demonstrated understanding of IT management, administration, applications and system development lifecycles within a substantial IT environment. Experience in tactical planning, managing IT initiatives and managing in-house technical resources and contracted services. Knowledge of current organizational frameworks (such as ITIL, CMMI, ISO, COBIT, PMI / PMP, Agile, etc.). Relevant knowledge of current and emerging technologies. Proficient in organizational change management. Strong interpersonal skills with the ability to interact effectively with all levels of personnel, elected officials, executive leadership, senior management, users, vendors and subcontractor personnel. Ability to consistently meet and exceed expectations and incorporate customer service into all aspects of work. Proven judgment and problem-solving skills. Demonstrated planning and development skills including budget administration and project implementation. Effective management skills including demonstrated ability to successfully direct a staff of highly skilled technology professionals. Solid time management skills with the ability to plan, organize and implement multiple initiatives and deadline-driven workloads while consistently providing outstanding customer service. Detail-oriented, proactive self-starter demonstrating a positive, willing attitude and excellent oral and written communication skills.

Driving may be required. Must have a valid and current driver's license .
