Main Purpose of Job
The Maryland Department of General Services (DGS) is looking to hire a talented and experienced leader in grants management to serve as the Director of Capital Grants. The Director will lead and manage the activities of the State of Marylands Capital Grants and Loans (CGL) Program and the Maryland Consolidated Capital Bond Loan (MCCBL) Legislative initiatives for the Maryland Department of General Services (DGS).
This position oversees a staff of Regional Grant Administrators Compliance Officers and Administrative Support Personnel who administer the bond bills that are authorized annually by the Maryland General Assembly and the Governor in the States Capital Budget for the University of Maryland Medical System (UMMS) the Maryland Hospital Association (MHA) the Maryland Independent Colleges and Universities Association (MICUA) and local jails. Funds for Marylands Capital Grants Program are also authorized directly by the General Assembly and the Governor for a wide variety of organizations throughout the State including non-profit organizations local county and municipal governments and State agencies for capital infrastructure projects. DGS Office of Capital Grants oversees a current portfolio of 1400 capital grants that are valued at over $1.1 billion.
POSITION DUTIES
The Director is also responsible for overseeing the following functions within the Office of Capital Grants :
MINIMUM QUALIFICATIONS
1. Education : Bachelors degree in Public Administration Finance Business Administration Urban Planning Civil Engineering or a related field.
2. Experience : Minimum of 710 years of progressively responsible experience in managing public capital grant or loan programs infrastructure funding or capital project financing. This must include at least 35 years of supervisory or management experience.
3. Demonstrable Knowledge of :
a. Capital budgeting grants management and public financing principles.
b. State and federal funding regulations and compliance requirements.
c. Project management methodologies and tools.
d. Public procurement and contracting practices.
4. Skills :
a. Strong leadership strategic planning and decision-making skills.
b. Excellent communication and stakeholder engagement abilities.
c. Ability to analyze complex financial and programmatic data.
d. High level of proficiency in budget development and financial oversight.
e. Proficiency with project tracking and financial systems (e.g. ERP grants management platforms Excel).
5. Legal / Policy Understanding :
a. Familiarity with state government operations legislative processes and administrative procedures.
b. Familiarity with relevant laws and regulations (e.g. COMAR Relevant sections of the State Finance and Procurement Regulations etc).
DESIRED OR PREFERRED QUALIFICATIONS
1. Advanced Education : Masters degree in Public Policy Public Administration Finance Urban Planning or a related field.
2. Specialized Experience : Experience managing infrastructure or affordable housing capital programs. Previous work in a federal state or large municipal government agency.
3. Certifications : Relevant certifications such as PMP (Project Management Professional) CPFO (Certified Public Finance Officer) or GPC (Grants Professional Certification).
4. Systems Expertise : Experience implementing or managing enterprise-level grants or loan tracking systems.
5. Public Engagement : Experience working with elected officials community stakeholders and advocacy groups.
