Associate Director, Strategic Planning & Processes

We are seeking an Associate Director, Strategic Planning & Processes to orchestrate multi-disciplinary teams from pre-RFP requirements definition through award of contract. This person will lead geographically dispersed proposal resources in sole-source and competitive environments, shaping win strategies, pricing approaches, and capture management to deliver compliant, compelling, and highly competitive offers.
The Associate Director will partner with Program Managers, Prime and Subcontractors, OEMs, and internal stakeholders to develop executable response plans, drive standardized processes (gates, independent and color-team reviews, templates, and schedules), and publish final proposals.
What You Will Do
- Manage and lead multi-disciplinary teams, from pre-RFP requirements definition through award of contract, to include managing support for fact-finding, qualification, RFIs and Proposal Development.
- This leader will manage and lead geographically dispersed Proposal teams associated with responding to Sole Source and when necessary Competitive Proposals. Responsible for leading and overseeing sole source proposal response efforts, including, requirements analysis, win / price strategy and capture / proposal management ensuring compliant, competitive, and compelling offers are submitted.
- Will work with internal stakeholders, Program Managers & Program Management Teams, Prime and Sub-Subcontractors, and OEMs in developing executable response strategies to the PCS customer base.
- Prepare proposal plans, artifacts, and schedules. Ability to generate and implement standardized proposal gates, independent reviews, Color Team reviews, templates, schedules, proposal structure, proposal development and tracking tools, and final proposal publication.
- Provide detailed instructions to proposal writers and bidders to ensure proposal reflects proposal win strategy, appropriately conveys solution elements and is clearly and convincingly written; monitor and implement content / mechanisms that enhance ease of evaluation (compliance matrices)
- Mentor business development, program managers, and engineers on proposal excellence and best practices. Implementation of new RLPM processes.
- Developing Advantageous Response and Pricing Strategies
- Quality Review of all deliverable documentation required using established processes
- Collect and consolidates lessons learned feedback from proposal teams
- Drive a reduction in Proposal Response timeline
- Estimate proposal budgets and drive towards high quality proposals within allocated budgets.
- Control all aspects of proposal development, kick-off meetings, schedules, proposal structures, organize and execute required reviews of strategy and proposal artifacts for bid approval and submittal.
- Liaison with Functional Orgs outside of PCS regarding Proposal Response and Estimating & Pricing.
- Managing & Focusing Workloads and assignments aligned to the Business Pipeline.
- Future utilization of RLPM and ability to assist Programs to implement RLPM to support pre-execution & execution pipeline. Reducing cost to "keep our business" sold, gain market share.
- Travel as required to support business and proposal development bid process as needed. Travel expected to be ~10%.
Qualifications You Must Have
Proposal management or capture management experience.Experience developing and executing win strategies and price-to-win (pricing) strategies.Must have leadership experience preferably managing cross functional teams.Experience and exposure to the gamut of acquisition types essential : IDIQ, RFP, ITO, FOPR, OTAs, BAA, FAR 15 / 16 and Sole Source.Typically requires a University Degree and minimum 12 years prior relevant experience or an Advanced Degree in a related field and minimum 10 years of experienceQualifications We Prefer

The salary range provided is a good faith estimate representative of all experience levels.
