This position analyzes, interprets and administers program regulations and statutes for the Child Support Program. This position plays a significant role in automating policy and procedures and is the business lead on gateway projects. Child support program policy and procedures must be consistent with federal and state directives; and be accurately reflected in the operation of the statewide child support computer system (PRISM). This position works closely with MN.IT at DCYF and supports system design, development, implementation and maintenance of the statewide child support computer system.

Responsibilities include :

Serve as the subject matter expert for the Financial topic which includes responsibility for area including but not limited to : Abandoned Funds, Account Review, Adjustments, Arrears Management, Assignment of Support, Billing, Bonds, Cost Recovery Fee, Disbursements, Distributions, Electronic Funds Transfer, Employer Records, Escrow, Excess Support, Federal Annual Fee, Interest Charging, IRS Fees, Medical Support Offset, Minnesota Child Support Online (MCSO) Obligations, Payment Processing, Reports, Special Distribution, Suspense, Tribal Financial.

Providing policy interpretation and support, and technical assistance on systems procedures for the statewide child support computer system.

Develop and implement statewide child support program procedures that are consistent with federal and state laws.

Develop and conduct User Acceptance Testing (UAT) on all changes made to the statewide computer system and Minnesota Child Support Online (MCSO).

Assess priority for program maintenance work. Work directly with MN.IT to assess priority for program policy development or changes.

Research, analyze and provide written responses to escalated program and technical issues and questions sent by county child support agencies to the Division's Helpdesk.

Draft, update, and review child support forms and notices to ensure that they are written in plain language and accurately reflect child support policy and procedures.

Minimum Qualifications

Three (3) years of experience in the child support program.

Applicants who meet the above experience requirements will be further evaluated based on the following during the interview process :

Comprehension of child support state and federal laws regulating the child support program and its policy and procedures.

Ability to communicate effectively both orally and in writing.

Analytical and problem resolution skills.

Experience using the child support case management system PRISM.

Strong interpersonal skills sufficient to mediate, negotiate, and manage relationships.

Preferred Qualifications

Experience with project management.

Experience in guiding a team in problem diagnosis and resolution.

Experience developing user acceptance testing plan or with quality assurance.

Variety of experiences working effectively with others from different backgrounds and cultures.
