Job Description

The Iowa Vocational Rehabilitation Team at Iowa Workforce Development is accepting applications for full-time Rehabilitation Technology Workforce Program Coordinator role in our IowaWORKSoffices

Domicile will be determined based on the hired candidate’s location at one of our IowaWorkscenters.

Job Description and Responsibilities :

Manage the Vocational Rehabilitation division program for purchased assistive technology services, such as workplace accommodations, ergonomic assessments, and home and vehicle modifications. Coordinate assistive technology services for the needs of the division, ensuring such services conform to agency and division policy guidelines as well as are conducted in accordance with federal regulations, guidance and funding.

Compile written reports for IVRS supervisors and staff to outline division assistive / rehabilitation technology performance data and provides technical assistance and training in such services as needed. Leads agency efforts in Technology First, specifically as it relates to the Disability Innovation Fund (DIF) Subminimum Wage to Competitive Integrated Employment (SWTCIE) grant and manage budget / purchases for the grant as it relates to assistive / rehabilitation technology efforts.

Provide technical assistance to division staff in assistive and rehab technologies and manage related policies. Communicate with job candidates directly as needed, to assess individual technology needs and ensure expenditures are in compliance. Understand and communicate the full scope of related services, such as driver evaluation, training, and vehicle modification processes; home modification processes; and assistive technology.

Coordinate assistive technology program activity with internal and external partners, to ensure conformance to division policies and federal regulations. Collaborate with partners who provide similar services (e.g., Easter seals, Rural Solutions, etc.) and coordinate, when possible, to comply with RSA federal regulations related to comparable benefits and services. Provide technical assistance to employers and partners on assistive and rehabilitation technology needs of individuals with disabilities and reasonable accommodations. Perform assessments at worksites and provide recommendations.

Travel to attend meetings, conferences, and to conduct training. Participate in events to stay informed of the latest information related to assistive and rehabilitation technology.

Monitor and evaluate assistive technology services provided through contracts to determine the effectiveness of services in relationship to the individualized plan for employment for job candidates with disabilities.

Coordinate with the Department of Administrative Services (DAS) on contracting with vendors who provide assistive technology services, including the review and response to RFPs and similar processes. Ensure all contracts are reflective of federal regulations and state contracting requirements.

Communicate with vendors to ensure effectiveness of services and outline any deficiencies. Analyze program expenditures to make recommendations to division leadership to prevent overspending.

The successful candidate must be able to pass a criminal background check conducted by the Iowa Department of Public Safety.

Minimum Qualification Requirements

Graduation from an accredited four year college or university and experience equaling three years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis;

OR

an equivalent combination of education and experience substituting one year of qualifying experience for each year of the required education to a maximum of four years;

OR

an equivalent combination of education and experience substituting graduate level course work in business or public administration, economics, planning or closely related areas for experience on the basis of 30 semester hours for each year of required experience to a maximum of two years;

OR

current employees of the Iowa Workforce Development Department can qualify with two years of full-time work involving employment interviewing, counseling, management, program planning, or occupational, budget, or labor market analysis.
