Partners for Clean Streams, Inc. (PCS) is a 501(c)3 nonprofit organization dedicated to improving water quality in Northwest Ohio, with a focus on the metro-Toledo area. Our mission is to restore, protect, and maintain the health of the region's waterways for the benefit of all who live, work, and play in the area. PCS aims to foster a community-oriented approach to environmental stewardship, offering programs that engage residents, schools, local businesses, and government agencies to take active roles in enhancing water quality and preserving natural resources.

Position Overview

The Communications, Marketing & Outreach Specialist (CMOS) plays a key role in connecting the community to PCS’s mission through engaging storytelling, educational outreach, and effective promotional strategies. This position will oversee communications, digital marketing, and community engagement efforts that build awareness, trust, and participation in PCS programs and initiatives.

The ideal candidate will have strong writing and design skills, a knack for translating environmental issues into accessible messages, and a passion for connecting people to action. The CMOS will ensure that PCS’s brand, messaging, and outreach efforts are consistent, strategic, and aligned with our goals in sustainability, education, and stewardship.

This position involves a blend of office-based communications work and community-facing outreach events.

Part‑time : Approximately $17.50 per hour, depending on qualifications and experience.

Reports to : Executive Director

Type : Part‑time, hourly

Hours : 20–25 hours per week, with a consistent weekly schedule. Some flexibility is required based on program needs and seasonal demands.

Seasonal Workload

April–October : Approximately 25 hours per week, with equal time spent in‑office and out‑of‑office, depending on program activities.

November–March : Fewer hours focused on in‑office responsibilities.

Office hours are typically Monday through Friday, 8 : 30 AM–4 : 30 PM. Employees are encouraged to adjust their schedule as needed to complete assigned tasks; occasional evening and weekend hours may be required for events and volunteer activities.

Remote work options are available following successful completion of the probationary period. The weekly schedule will be discussed and mutually agreed upon with the Executive Director.

Probation period : First 90 days of employment

Benefits and Compensation

Remote Work : One day per week of remote work is permitted after successful completion of probation.

Health Care Reimbursement Account (HRA) : PCS provides annual contributions to your HRA.

Vacation : 0.04 hours per pay period, accrued based on hours worked.

Sick Leave : 0.02 hours per pay period, accrued based on hours worked.

Personal Leave : 20 hours per calendar year after successful completion of probation.

Paid Holidays : 9 paid holidays per year; part‑time employees receive 6 hours of pay for each holiday.

Mileage / Travel :

Less than 30 miles one way from “headquarters” : Not reimbursed (Greater Toledo Metropolitan Area)

More than 30 miles one way from “headquarters” : Reimbursed at current IRS rates (.56 cents per mile)

All mileage and travel expenses (e.g., conferences, training) out of the local area must be pre‑approved by the Executive Director.

Essential Functions

Communications (40%)

Create and manage written and visual content for newsletters, press releases, blogs, and educational materials for both Partners for Clean Streams (PCS) and the Maumee Area of Concern Advisory Committee (MAAC).

Ensure clear, consistent messaging and brand identity across all digital and print platforms.

Draft media releases and coordinate press and public communications.

Support executive and program leadership with written materials, presentations, and reports.

Develop compelling impact stories that highlight PCS’s mission, community partnerships, and restoration successes.

Maintain a contact list for local media sources.

Marketing (30%)

Support MAAC activities by developing and updating communication materials—such as rack cards, banners, and informational flyers—including messaging related to public comment opportunities.

Develop and execute digital marketing campaigns highlighting volunteer opportunities, events, and the contributions of PCS partners, members, and supporters.

Work with contracted services to produce marketing products such as Annual Reports, rack cards, and displays.

Manage and update PCS’s website (WordPress) and social media channels (Facebook, YouTube, LinkedIn, Instagram, X / Twitter).

Utilize tools such as Canva, CRM database (Watergrass), and Google Analytics to design, distribute, and track marketing materials.

Maintain consistent visual and narrative branding in all communications.

Administrative & Program Support (20%)

Attend and document MAAC quarterly meetings, including attendance and minute preparation.

Support the MAAC Diversity, Equity, and Inclusion (DEI) Subcommittee and maintain accurate records of meetings.

Monitor the admin email inbox and assist with responding to communications.

Collaborate with the Program Coordinator to align outreach and communications with programmatic goals.

Contribute to long‑term communications planning, performance evaluation, and storytelling for impact reporting.

Represent PCS and MAAC at community events, environmental fairs, and educational workshops through tabling, demonstrations, and presentations.

Develop interactive educational materials and displays promoting pollution prevention, sustainability, and clean water practices.

Strengthen partnerships with schools, community groups, and local businesses to expand engagement and reach.

Foster public awareness and volunteer participation in PCS’s restoration and stewardship programs.

Technical Skills : Proficiency in MS Office Suite, Outlook, Google Docs / Forms, Microsoft Teams, Dropbox, CRMs (Salesforce / Watergrass), event management systems (Constant Contact); PC and Apple platforms.

Safety Awareness : Understanding of safety protocols for outdoor work and volunteer field settings.

Diversity Equity : Commitment to fostering a culture of inclusion and respect; actively valuing diverse perspectives; identifying and addressing systemic barriers.

Required Qualifications

Education : Bachelor’s degree in communications, marketing, journalism, public relations, or environmental studies—OR equivalent combination of education and relevant experience.

Experience : Demonstrated experience in communications, marketing, or public engagement, preferably in a nonprofit or environmental setting.

Skills : Excellent written and verbal communication; manage multiple digital platforms; comfortable speaking with the public and representing PCS in community settings.

Other : Valid driver's license, reliable transportation, willing to work some evenings and weekends.

Preferred Qualifications

Experience in environmental or sustainability communications.
